During the last four decades,China's economy has experienced fast and steady growth.The achievements China and its people have got can be said great.By the end of 2010,China's GDP has overtaken Japan's,which set its position to the second largest economy.However,the rapid growth was at the expense of exhaustion of huge amount of fossil energy.Meanwhile,a lot of harm to environment has been done.Under such circumstance,the Chinese Communist Party held its 19 th conference,2017 in Beijing and pointed out: the high-speed pattern must gradually evolve towards the high-quality pattern,the structure of economy needs to be optimized.With the guidance of strategic reformation from supply side,all provincial governments has been planning to consume “overproduction”,get rid of respective industries that lags behind and updates the remaining industries.High-tech industries have got enough attention and economic resources to take off.Under the perspective of “low-carbon growth”,therefore,a study regarding the effect of industrial adjustment on growth pattern would be of great significance.In this paper,the data of 7 representative provinces from each district of China has been firstly chosen to analyze the trends of three variables during 2004-2015——upgrading index of industrial structure,Theil index and the carbon dioxide emission per unit GDP,which we denote S,TL and CEPG.After that,we collect the three variables' panel data of 26 provinces from 2004 to 2015,using LLC,ADF and PP methods to test whether there is a unit root for each variable's panel.According to the result,we find the three panels are not in the same order of integration.Fortunately,with the help of Pedroni testing methods which allows the existence of differed panels,a relationship of cointegragtion is established.Subsequently,using the F-test to determine which type of the panel model should be selected and we see that the testing result reveals a case in which both intercept and coefficient varies among cross-sections.Since model has been selected,from the result of regression we can draw a conclusion that industrial adjustment has an effect on CEPG indeed,but the path through which it works may differ across provinces.Based on the outcome of our analysis,here we can suggest that when making industrial policies,each province shall take its own comparative advantages,always place a premium on the latest innovations and use them to improve productivities of all three industries;Conduct the labor force to flow into and out of each industry reasonably,make sure that all factors have got their respective highest use——the efficient allocation of resources.Advocate economic behaviors that contribute to reduce carbon dioxide,establish the notion of low-carbon economy,finally,helping to construct a better China.
