Trade Facilitation Of China-ASENA Free Trade Area: Empirical Measurement And Effect

With the increasing exchanges and cooperation between countries, trade exchanges have become increasingly frequent, between countries through tariff reduction and further promote the development of trade. But it is not difficult to find that the reduce of space on the tariff has been getting smaller, trade facilitation has become the direction of the major economies, the international organizations and scholars at home and abroad in recent years on trade facilitation of attention are degree increasing. Since 1979'reform and opening up,China and the world have trade more and more closely. In order to further enhance the level of opening up, Chinese proposed "The Belt and Road" national strategy in 2013.As the world's most populous free trade zone,China-ASEAN Free Trade Zone was established in 2010, has a pivotal role in the "The Belt and Road" strategy. At present, Chinese-ASEAN Free Trade Area has achieved more than 90% of the goods at zero tariff policy, greatly promoted the bilateral trade promotion. So in order to promote the further development of Chinese-ASEAN Free Trade Area, trade facilitation is the problem we must face.Review Chinese-ASEAN Free Trade Zone in the 5 years 2010-2014 trade situation and summarizes the characteristics of the trade review. In the summary of WTO, world bank, and other international organizations and the domestic and foreign scholars to the trade facilitation on research results in the foundation, referring to the world bank on Trade Facilitation Index system, set up a set of index system including four first level indicators(port efficiency, customs environment, regulatory environment and e-commerce) and 15 secondary indexes, used to measure the level of trade facilitation and influence factors. On the one hand, from the horizontal angle of Chinese-ASEAN Free Trade Area in 11 countries 20 indexes(1+4+15=20) were compared. On the other hand, from the angle of the longitudinal study of the various indicators of the various countries, trying to make a more thorough analysis of China-ASEAN Free Trade Area Trade facilitation. After the comprehensive analysis of trade facilitation, the trade facilitation level and the 4 level indicators were added to the gravity model, and the impact on trade volume was calculated. The conclusion is that trade facilitation has a great impact on the trade volume, trade facilitation, every increase(decrease) 1%, the increase(decrease) in the volume of trade 0.849%. The biggest impact of the trade volume is the regulatory environment, e-commerce and the customs environment are closed, and the impact of the port efficiency is the least in the 4 primary indicators. Based on the above analysis, this paper puts forward 5 policy suggestions for further construction of China-ASEAN Free Trade Area from the perspective of improving trade facilitation.
