Research On The Contribution Of Institution To The Development Of Producer Services

At present,the industrial structure of our country is in a mid-range level,and it is urgent need to towards to the high-end through economical transformation.The past experience of developed country shows that the developing of producer services have contributed to the industrial restructuring and the developing of the overall economy.So promoting the development of producer services is an inevitable choice and key measure to us.There are still many problems in our producer services,such as:the low total amount,the slow growth,the imbalanced structure of producer services,the insufficient originality innovation of management model and business process.Investigate its reason,besides industrial policies of last century outside influence,quite a number of problems are out in irrational institutional factor on the current.So far,many scholars,at home or abroad,have made a deep study to the function of technical progress and human capital,urbanization and industrialization level in the development of producer services.But there are little attention has been given to the institution.This paper analyzes and discusses the role of institution in the development of producer services.This paper first makes a literal review to the research which is related to the influence of system on producer services from three aspects which include basic concept,the non-institutional factors and institutional factors in the development of producer Services.The scope of the institution consists of economic system and intellectual property rights which is closely associated with the feature of producer services.And based on this the paper analysis the features of instition-intensive of producer services combined its industry characteristics and development impetus.In the meantime,this paper makes a discuss to the impacting mechanism of institution and each system.Then,the present situation of the producer services and its institutional environment are provided some analysis in the fourth chapter of this paper.Finally,there is a empirical test to the role of institution in the development of producer services working with data from the provinces except Tibet in 2006～2013.The results show that marketization and opening to the outside world,the financial system and the system of intellectual property rights plays a positive role,on the contrary,the tax system plays a negative role.From the extent of each system,the role of the financial system is the largest,followed is the intellectual property system,Marketization,opening to the outside world,and the tax system.The effects of each system on different parts of the our country is seen visually.Not only the extent of influencing but also its affected direction is different.This phenomenon is related to the characteristics of the regions.Based on these findings,the paper puts forward some countermeasures and suggestions,such as promoting the reform of marketization,opening wider to the outside world,perfecting and implementing fiscal system and tax system,improving intellectual property system.
