In recent years, with the continuous development of China's construction industry and the accelerating the pace of infrastructure construction,the engineering cost consulting industry has also been on the development of the fast lane. It plays an increasingly prominent role in the construction project investment and construction of the whole process, the role played by the national economic development has become more obvious.However, with the rapid development of engineering cost consulting industry, the number of engineering cost consulting enterprises is increasing and the market competition continues to intensify. And the core of the competition between enterprises is actually the competition of talents. Engineering cost consulting firm provides intelligence intensive service products, human resources is the core of enterprise survival and development of resources, talent is the core competitiveness of enterprises. Therefore, how to effectively implement the development and management of human resources has become an important issue in front of the enterprise human resource managers.
