Research On Industrial Poverty Alleviation In Xinyang City

Industrial poverty alleviation is a way of poverty alleviation, which is with the market oriented, relying on leading enterprises, with local resources as the basis, relying on the development of special industries in poor areas as a means; its goal is throughing the development of the local advantages and characteristic industry, to enhance the self-development ability of poor groups, reduce the operating costs of enterprises and farmers’ production, and increase the income of farmers and promote the sustained poverty population in poor areas.In this paper, it uses the research methods of literature, structural interviews and other research methods comprehensivly,with the interests of community theory as a theoretical tool.Though the methods of visiting the District, county, township, village, and corporate seminars, field visits to low-income households, and so on,present situation of poverty alleviation work research on Xinyang City,and understand the relevant policies and the implementation degree of foundation, to analyze the problems, theory summary, in order for the industry in Xinyang City, puts forward some positive suggestions for poverty alleviation. The research focus of this paper mainly includes the following aspects: Firstly, the current situation of poverty alleviation in Xinyang City. First of all, the existing industry in Xinyang city were briefly summarized, mainly summarizes the five policy measures taken by the city of industrial poverty, including industrial cluster radiation, leading enterprises, new agricultural business entities, financial poverty, poverty alleviation and absorb leveraging broaden etc. Secondly, summed up the achievements of Xinyang industrial poverty alleviation, at the same time to explore the main problems of industrial poverty in Xinyang city. Five major problems are put forward, that is, the policy implementation is ineffective, the leading enterprises are small, the scale and efficiency of industrial poverty alleviation is low, the interests of the joint mechanism is not perfect, and the concept of the farmers needs to be improved. Thirdly,taking Changzhi City of Shanxi Province、Heze City of Shandong Province and Longnan City of Gansu Province as examples, summaring of the main practices of their industrial poverty alleviation, to explore the experiences. Finally, according to the industry of Xinyang City, puts forward six strategies for poverty alleviation, which include highlighting the advantages of special industries, leading enterprises bigger and stronger, innovating of industrial poverty alleviation mechanism, promoting agricultural and industrial upgrading, nurturing new farmers, and developing the electricity supplier of poverty alleviation and occupation.
