Modernization is not only the prominent tendency of global agriculture, but also the long-term objective of Chinese agriculture. Friendship Farm has become the most outstanding one among 113 farms of Heilongjiang reclamation area relying on its high-level mechanization and large-scale agriculturally industry. Overall, the output of its agricultural production and income level of its employees are both steadily increasing based on large-scale investment of modern agriculture construction. There still exist, however, some problems concerning the partial construction, such as, technology application, management level and public service system status. Therefore, it is valuable to consider how to accelerate the development of those industries which have the obvious weakness in economical resources, construction level and beneficial effectiveness.The first chapter is introduction including the background information and knowledge, academic target, study values, literature resources and innovation points of this essay.The second chapter focus on the basic conceptions and theories of this essay including the modern agriculture theories and agricultural development theories, which have been illustrated via four dimensions, that is, economy, development, ecology and society.The third chapter is the current development status of Friendship Farm, which can be described by outcomes of agricultural and sideline product, conditions of marketing and industrialization, operation mechanism of organization and management system, situation of social public service system construction and personal financial status of employees.The forth chapter aims at finding out the issues and their causes. Problems, such as disorder of legal relationship and unreasonable industrial structure, can be analyzed under the framework of system theory.The fifth chapter is countermeasures proposed under the guidance of collaborative governance theory. It is essential to put forward the adequate development strategies under the influence from three crucial factors including policies, basic construction and governance system.
