A Study On Policies For The Promotion Of Small-and Medium-Sized Business Financing In Changchun City

Small and medium-sized enterprises contribute a lot to promoting employment, economic boom and technological innovation. As the national economy’s essential part, it also contributes to economic innovation and social harmony. The development of it is highlighted by every country. Great attention and policy support is given by the country and local governments. However, due to the regional differences, historical elements and political systems, small and medium-sized enterprises still face the prominent problem of financial difficulty.This paper is closely related to a new round of northeast revitalization and the new normal economic situation. Based on the financing theories, it takes Changchun’s as research objects, and makes an analysis of the business situation of large state-owned guarantee companies and of the financing problems existing in their developmental process by the way of questionnaires. Moreover, through learning the financing experience and measures of these enterprises which are in the advanced regions at home and abroad, this paper propounds feasible suggestions.Therefore, this research which aims to solve the financing probles in Changchun will play a driving role in their continuous operation and deepening development.This paper consists of five chapters.introductory part is Chapter one.the literature review of the financing problems is Chapter two Chapter three focuses on the current situation, the role that they play in Changchun’s national economy, the exploration of solving financing difficulties. Chapter four is the discussion of the financing problems. After analyzing the three-year business situation of a large state-owned guarantee company in Changchun and surveying the financing need. Chapter five is the suggestion on promoting these enterprises’ financing development in Changchun.
