Through a close investigation during graduate period on the human resources management, the author found that currently, low salary and unfair distribution exist in some state-owned enterprises. Since compensation management is the core question in human resources and it closely interacts with other parts of human resources such as position qualification and recruitment, etc., how to appropriately and dynamically manage salary becomes crucial to solve problems in human resources.During the investigation, an advanced salary management system called position-based salary policy was designed and brought in. The advantages of this system for state-owned enterprises have emerged through the investigation and will certainly be the future innovation trend of compensation management. As a consequence, this study will focus on the new system, present a comprehensive designing philosophy and procedures by means of investigating its designing thoroughly.Nevertheless, due to the fact that every individual enterprise has its own situation, applying this new system into real practice requires case-to-case inquisition and individual uniqueness must be considered.
