Policy Research On Opinions Of Supporting To Speed Up The Development Of Farmers’ Professional Cooperative Economic Oganization By Sichuan Province

Agriculture is the foundation of the national economy, and its development is a matter of social stability and national security. As a traditional agricultural country, our country always attaches importance to the development of agriculture and the construction of rural. The Organization of Farmers’ Professional Cooperative Economic plays a very important role in developing rural economy and increasing farmers’ income, and is of great significance to promote the new rural construction and the urban and rural co-ordination development.With the change of national economy and the adjustment of industrial structure, the farmers’ professional organization for economic cooperation development in Sichuan Province comes to a new stage. In July 2012, in response to the spirit of central committee of the communist party of China and Sichuan Province rural work conference, to promote the new rural construction and the healthy development of farmers’ professional cooperative economic organization in Sichuan Province, “opinions of supporting to speed up the development of farmers’ professional cooperative economic organization” was issued by Rural Work Committee of Sichuan Province, Sichuan Financial Department, Sichuan Commercial Department, Local Taxation Bureau of Sichuan, Sichuan Administration of Industry and Commerce, Sichuan Quality and Technical Supervision and the Sichuan Supervision Bureau of CBRC(China Banking Regulatory Commission) Sichuan Agriculture Commission [2012] 121. The “opinions” stipulated to guide, support and promote the accelerate development of farmers’ professional cooperative economic organization in the seven aspects of strengthening policy guidance, strengthening the registration service, improving the supporting policies, innovating support way and doing a good job in training, improving financial services, and strengthening inspection and supervision.This paper aims to research the policies in the [2012] 121 Document through policy analysis, and analyzes the policy implementation process. Based on the public policy theory and transaction cost theory, combined the theory of interface management, the policy network theory, with policy system analysis and normative analysis, the [2012] 121 Policy Document is analyzed from the three aspects of policy main body, content and policy tool. Policy main body function and its compatibility analysis on the subject of policy are done. About the content, analyze the vertical orientation of policy content on longitudinal, the relationship between policy content on horizontal. About the policy tool, on the basis of its division, identify and analyze the policy tools which are used in the implementation process of policy of the [2012] 121 Document, and evaluate its effect.At last, diagnose the policy in the [2012] 121 Document from the policy main body, constant and tools. Policy can be improved by breaking down the barriers between departments, going the way of cooperation and characteristic industry adjust to local conditions, and optimizing the policy improvement in design and choice.
