A Research On Circular Economy Optimization Of Anji County In Zhejiang Province

Circular economy as an economical development model, for which essence is "a sustainable development model", the biggest difference with other modles is, it focus on the combination of economical development and ecological construction.It demands making full use of resources and recycling resources, changing the single flow direction in the past, which the principle is "reduce,reuse,recycle". Circular economy is a new concept, as to realize the transformation of economic growth mode, it is not only an economical development model, but also a useful attempt to balance the economical development and ecological protection.Anji county began to develop circular economy in 2007,it set up a recycling economy leading group, in promoting energy-saving, emission reduction, clean producting, energy recycling. Because of the rich resources of the bamboo, a complete chain of bamboo industry has been established, receiving high praise for its economical, social and environmental benefits. But on the implementation of the policy and development, there are some problems need to be settled.According to the research ideas from the general to the special, with the use of systems analysis, comparative analysis and case analysis and other research methods, based on a systematic review of the literature theory and practice of circular economy research, This paper defines the connotation and characteristics of circular economy and chooses the circular economy development policy of Anji county as the research object and evulates the scheme and policy which designed for the circular economical development of Anji County. This paper points out that the main problems are:the policy system is not perfect, cultural backwardness, and in-depth analysis of the causes of the problems are:unscientific assessment methods and incentive intensity, lack of funds and technology. This paper summarizes the experience of the development of circular economy in foreign countries and puts forward the optimization scheme of policy, which is helpful to change the method of economical development, to achieve energy-saving and emission reduction targets.
