With the high speed development of China economy, the demands on electric power are increasingly soaring, which leads to the antinomy competition between coal and electricity to be further worse. In China, the coal-burning electricity-generating enterprises play an important part in the electric power industry, for 78% electric power generated by coal-burning. The atmosphere environment is badly polluted and large of resources have to be used up. So developing circular economy in power industry has certain practical meaning. It responds not only energy-saving and emission reduction and sustainable development policy, but also the effective way to promote the development of enterprise itself。In this paper, it took "developing large units and suppressing small ones" technical transformation project of one thermal power plant as an example. On the basis of investigating the advantage of the thermal power plant, the routine of circular economy practice was studied. Then it mainly deals with two parts: water circulation use and waste heat recovery.The water source, water consuming and drainage system were understood by field investigations. And the water quality was detected. Based on the 3R principles for circular economy and water balance calculating, water consuming and drainage system were analyzed and marked out. Water equilibrium diagram of the whole plant was obtained. Then circular economy of the thermal plant was analyzed. The results show that it can save 912.51 million tons water per year. And 2439.05 million yuan is also saved. The economic benefit is notable. Meanwhile, every year the emission reduction of COD will reach 526 tons, SS is 90.3 tons, and ammonia-nitrogen is 188.15 tons. As well as the environmental benefit is notable.According to the principle of the stepped utilization of energy, the mainly source of waste heat was field survey. In the paper, It used the heat pump to recovery the waste heat of circulating cooling water, and the smoke and waste heat of boilers was reused by compound phase changing heat exchanger. Calculation shows that, developing the recovery of waste heat not only expands the heat supplying area, but reduces the coal consumption of boilers. The emission of CO2 and dust will be also reduced. And the air quality of the city will be greatly improved. When studying, various resources were well and rational used. It will be realized energy saving, reduce energy consumption, improving environment and increasing enterprises' economic benefit. Those also conformed the relative policy of our country which are energy-saving and emission reduction and developing circular economy. As a demonstrating project, It will be great importance of reference and value to the same trade for launching circulation economic research.
