As the market competition increase, the status of state-owned enterprises is under threat. Simple and extensive management pattern already can not adapt to the development, so the reform of state-owned enterprises are necessary. Personnel system reform is important part to the reform of state-owned enterprises. Competing for position is used in great quantities in the state-owned enterprises, in order to break the rigid system of choose and employ persons for a long time. On the one hand, it introduces competition mechanism. It improves staff motivation. And it provides a platform of the people of hard work. On the one hand, it can find talent, and excavate the potential of existing human resources. On the other hand, it make turnover and change traditional situation. Competing for position as a new mode of human resources is change from a traditional way to human resource management into a unilateral change to focus more on the ability to develop a new type of human resource management; it is great significance to the further implementation of state-owned enterprises reform.Competing for position is used widely, but it exists many problems in the use process. For example, Competing for position on the unreasonable basis design lead to failure, the hasty process design lead to the chaotic work. etc. First of all, the article introduces the concept of Competing for position. The following, it study how to make Competing for position in the state-owned enterprise more scientific and reasonable. The article focuses on the new positions of Competing for position.
