With China market economy creation and development, in market competition, human resource as marketing competition principle part has already become key resource that decide the company's core competition. And position management is one of the most basic and important content in resource management. Position management which is part of the company promoting system is the foundation of salary, performance, training, employee's development and other resource management work. It's very important for every company to setup a good position management system.As JiLin province biggest basic telecom carrier, it has more realistic importance to setup a scientific and effective position management system for Jilin CNC to enforce company's core competition's continuous development.CNC current position system divided by management series and technical series, but there are some disadvantages in position system, such as position series deficiency, no enough attraction to technical staff, job and work analysis not enough, carrier layout not enough and no enough attention to employee's self career development ability. Position system basic working is not perfect which is a bottleneck for company's development.Current position system can't meet company's development. The document introduces basic content description and meaning of the position system and the importance to setup the position system,and the method of the position sytem design also.A whole position design need to go through position analysis, job design, work value assessment, employee ability estimation. Through job analysis basic method such as: interview, investigate questionnaire, the basic job and job description can be created; through lattice method to assess the job's value, the job grade can be setup. The competence model can be used to assess staff's capability. During this process, the job description, job grade and worker capability requirement can be got. As the important part in position system and future position management, these are all necessary part of position system design. All of these work are directly related with position system design scientific, effectiveness and rationality and also have relation with other part of human resource management work such as: salary management, performance management and training management.JiLin CNC position system design proceed with the following methods.Firstly it consummate and redesign the organization, and setup the organization that meet the company development requirement. At the same time,we think we need to address the position system design and perfection from the following aspects:1. To understand the position system in company's existence and development overall situation.2. To understand the position system in company's strategy goal.3 To understand the position system in the level of setting up modern company institute4. To understand the position system in intension of building company's culture.The following six rules need to be obeyed when we design position system: strategy oriented rule,employee value lay out rule,inspirit effect rule,professional rule,equality rule and 6.Sstability and flexibility rule. Based on the above ideas and rules,we make the goal of the position sytem design,that is to establish the position analysisposition estimatingunified the position level and ranks on the basis of the position analysis position estimating,and to achieve career development.And at the same time, self position development, equality competence opportunity creation and scientific job design should be cared.And then,the document introduces the project of the position system.After that on the basis of the position analysis, the following will be done: position series layout, unified the position level and ranks, position benchmark, rank and title. Forming self position benchmark, rank, series, setup the structure of the position system. It defines the position benchmark, rank, series, title, qualification, uses the unified position estimating tool to estimate the rank which is lies on the position value and contribute, and give attention to inside fair, with more to marketing and front.On this basis, it forms the capability model which cover all kinds of position series, describes the leadership, special technical ability, core action ability which will be the base of position development management and self career development ability. With capability model establishment, it clarify the requirement for workers capability to adapt to company strategic development , and guide the employee to improve self ability to meet the requirement.The document gives assessment in three aspects:Firstly the implementation of position system optimize the company organization and employee structure.Secondly, the implementation realize the workers career development management, which will let the workers to be promoted in multiple ways and this change the single government promotion.
