As an affiliated company of FAW Group,the R & D Center is responsible for the research and development of FAW's independent products.It engages in the technology and product development including research,trial production and testing of six major types of vehicles,namely the heavy vehicles,light vehicles,mini vehicles,passenger vehicles,buses and new energy vehicles,as well as their components and materials.Domestic car producers are under growing pressure to strengthen its independent development businesses,so as to outcompete joint ventures in the rapidly expanding auto industry in China.Therefore,FAW R&D Center must be talent-oriented,since the utilization and development of human resources determines the sustainable development of a company.In the human resources management system,position management serves as the foundation.Only by establishing a complete position management system can we guarantee effective performance assessment system,training system and payment system.This paper takes FAW R&D Center as the research target,analyzes in depth the background and current conditions of the company's position management system according to the theory of forward design.Unclear framework,isolated minor systems and missing standards and regulations are the problems defined.Causes and solutions to these problems,and implementing measures are offered which grants the paper certain theoretical and practical significance.The paper has four chapters,of which the first illustrates the background and significance of the topic,explains research ideas and methods adopted in the designing of position management system of FAW R&D Center,setting up the research target of the paper.The second chapterintroduces the current situation and existing problems of the position management system in FAW R&D Center.The company inherits from FAW Group some universal“SOE” problems,like inflexibility in mechanisms,unawareness in innovation,ambiguity in responsibilities,and overstaffing.The paper explores the root causes of these problems by analyzing from both organization and personnel perspectives,setting the foundation for finding solutions.The third chapter is the core which elaborates the overall planning of FAW R&D Center position management system,based on in-depth research which absorbs previous practices and knowledge.The overall planning is done completing in order the organization establishment,functions& responsibilities,career development channel,position set-up,position numbers and position evaluation.The paper designs the structure,principles,standards and process of the position value system.The research is illustrated from theory to practice,from parts to the whole,at both macro and micro level,from general frame to the implementation details,and ensures continuous optimization combining the company's current conditions,so as to guarantee the scientific and effective implementation of the position management system.The fourth chapter describes how to implement the position management system.The measures to build the position management system should be guaranteed at both organizational level and human resources level.At the organizational level,responsibilities of the human resources department should be clarified,and corresponding working groups should be set up,certain personnel should also be appointed,and regulations should be made.At human resources level,the company needs to make continuous innovation in management ways and tools,strengthen staff training and improve management efficiency.The FAW R & D center is in the core section of FAW's product development value chain,and plays an important role in the process.Based on the position management system,FAW R & D center will develop a 4P human resource system,concentrating on position management,capability management,performanceassessment and payment management.It will thus provide a great platform for the mutual development of the company and its employee and lay a solid foundation for the sustainable development of the company.
