The core competitive power is the foundation for the enterprise obtaining its advantage, and the human resources is the essential factor which constitutes this foundation strength.Now the value and development of an enterprise increasingly relies on staff's quality, that is the ability the staff has and the competence company growth needs, thus how to develop and manage the human resources becomes one of the key aspects with which the enterprise constructs its own core competitive power not to be possible to be imitated.SYWS Company is one of the subsidiaries of SYJT in Hebei prvince, which produces Vitamin C.At present this company has succeeded transfering the system and become a private group, it is now facing a great development opportunity, but how to make the massive outstanding undergraduate students with each specialty and the above talented develop and remain is becoming the more important topic for us to face. At first this article carries on the diagnosis of the present situation of the human resources, the staff drained and the origin, the staff's career management in this company; then, it designs the staff's position competence system, and then designs the new staff's career management system; and finally, in accordance we point out the suggestion and the countermeasure in the process of implementation, to solve the problem of new staff's high drain and the low efficiency.
