A Study On The Integration Of Basic Medical Insurance System For Huzhou's Urban And Rural Residents

The basic medical insurance is an important project concerns people's livelihood. As people's living standard steadily increased and the basic medical insurance system gradually improved, further requirements about social fairness, medical quality and service level have been made. However, thanks to the existence of the urban and rural dual social and economic structure in our country, as well as the urban and rural division of basic medical insurance management and operation mode, it shows the characteristics of urban and ruraldivision which is difficult to manifest the justice and fairness of social insurance, also hinders the coordinative, comprehensive and sustainable development of China's economy and society. Therefore, how to promote the equalization of public service between urban and rural areas, to steadily advance urbanization, to systematically integrate existing fragmentized, duel basic medical insurance system and to quickly and effectively achieve the integration of urban and rural basic medical insurance system has become a real urgent topic in our country.The article is based on the fundamental framework of Huzhou's medical insurance system of urban and rural residents,with full consideration of Huzhou' existing basic medical insurance system and economic situation, through theoretical analysis, social investigation and data calculation, to study the management system and capacity of basic medical insurance of Huzhou'urban residents.Based on the data of Huzhou's urban residents medical insurance and the new rural cooperative medical fund, systematically survey residents' advices and demands of urban and rural health insurance system,to discover the difficulties and problems existing in the integration of urban and rural basic medical insurance, and combined with personal working experience to propose corresponding countermeasures and an overall thought of integration,to form the basic content of the integration of the basic medical insurance system for urban and rural residents of Huzhou. Finally, to design of a practical system integrating path model.
