Reseach On The Integration Of Basic Medical Insurance For Urban And Rural Residents Under The Background Of New Household Registration System

The basic medical insurance system of our country at the present stage is mainly composed of the basic medical insurance for urban workers,the basic medical insurance for urban residents and the new rural cooperative medical system,a nationwide basic realization of the basic medical insurance coverage.However,the social medical insurance ternary system leads to low level of overall planning,transfer difficulties,repeat the insured phenomenon,agencies and information platform construction,repeated remote medical billing difficult,capital management efficiency,weakening the fairness of the social security system,is not conducive to the human resource flow between regions,restricted the sustainable development of medical insurance system.Therefore,the integration of the three basic medical insurance system,which is based on the identity and the household registration system,is the inevitable trend of the development of social medical insurance.Guangxi Nanning City promoted the basic medical insurance for urban and rural residents from January 2017,which is combine the basic medical insurance for urban residents with the new rural cooperative medical care.This study takes the practice of basic medical insurance for urban and rural residents in Nanning as an example,Through the literature research,field visits,the issuance of questionnaires,interviews with relevant departments and other methods,described the actual situation of the urban and rural integration of basic medical insurance,used SPSS20.0 frequency analysis and cross analysis of the statistical survey to analyze residents' understanding of the situation and satisfaction degree,analyze the problems existed and reasons on the basis of the implementation of the evaluation.Finally,also draws on the experience of two typical models of medical insurance integration in Dongguan and Hangzhou,combined with the actual situation of Nanning City,this paper puts forward some suggestions for the further development and improvement of the basic medical insurance system for urban and rural residents.
