Signing of ECFA and the subsequent greements means the cooperation between Fujian and Taiwan rising to a new level for the first time and openning a new stage of cooperation between Fujian and Taiwan. During time of The Twelfth Five-Year Guideline, the industrial cooperation between two regions transited from traditional fields to service fields, especially to modern service fields. Telecommunication Service Industry is not only an important part of modern service industry, but also the basis of other industries. "The Belt and Road" Construction, the "Made in China 2025" plan and reform of state-owned enterprise are closely linked with the reform and development of Telecommunication Services Industry. Under such background, research of cooperation between Fujian and Taiwan in Telecom Service Industry under the ECFA framework has important significance.The paper uses the SCP paradigm theory as foundation, and anlaysises differences in market structure, market behavior and market performance of Telecom Service Industry between Fujian and Taiwan, and finds that the market structure of the telecommunication service industry has a significant effect on its market performance. Therefore, the competition mechanism has its necessity. Besides, by comparing the cooperation between two regions before and after the signing of ECFA, and analysising the positive and negative influence on regional competitiveness, the production efficiency and the growth cycle to Telecommunication Service Industry funding that further cooperation under the ECFA framework is necessary. Finally, based on the regional integration theory, the paths of deepening the cooperation between the two regions are found.
