Exploration On Fujian Railway Reform-Based On Public Goods Property

Railway industry is important basic industries which play a crucial role in national life and production. Railway is a main transportation way in China and it has basic characteristics of public goods properties. Especially for the railway lines which cross large region, strengthen land development, promote economic and social development and tourism and mineral resources development has obvious public goods property. China Railway constructions started late, but develop fast and rapidly improve in the construction of railway net, railway scale and technical levels and have already established its own characteristics. In March 2013, China has conducted a thorough reform to Ministry of Railways, which repeals the Ministry of Railways, and formally established the railway company. Infrastructure construction in Fujian is lagging behind other province for historical factors, while the railway development in Fujian has a unique economic geographical location, and becoming the first joint venture district of passenger and freight railway. This paper by searching a lot of literature, case analysis and comparative analysis, based on the railway industry public goods property, and Fujian development features and analysis on the problem of railway reform in Fujian, proposed the definition standards of public welfare and profitability as well as the reform of management system and Innovation financing mode. This paper has provided an exploration way for Fujian Railway public welfare and profitability coordinated development.
