High speed railway takes an important part of national mass transportation system.As a main transport instrument connecting cities, it undertakes the important responsibilities in promoting regions’economic and social development and exchanging the personnel and materials.The railway mileage and annual turnover volume have became one of the major indices to measure a country’s comprehensive strength. With the speeding up of China’s urbanization and high-speed rail network construction, the contradiction, however, among the high speed railway great advancement, regional development inbalance and people’s widening income gap is increasingly apparent. Many people hesitate to choose taking high speed train for its too high price, which leads to a terrible shortage of profits. Fast, convenient, green high speed railsystem cannot serve the public. Theses problems have attracted more and more attention and discussion from all circles of sociaty. Therefore, it is necessary to re-evaluate the existing price system. Besides, establishing a set of scientific and reasonable price management and regulation mechanism which make high-speed rail industry to integrate into the market economy better has become an important issue of China’s current public utilities management.As a typical quasi public goods, high speed rail price will arrive at the balance between two targets:public welfare and market. That means they should not only fully participate in market competition, improve the transport capacity, increase the revenue, but also meet the public demand for travel, form the effective supply, realize the maximization of social welfare as far as possible. Therefore, starting from the perspective of quasi public goods, we summarized the exsiting price algorithms and introduced the development of definition of quasi public goods and some influential pricing theories in detail on the basis of referring to many literatures home and abroad. In the following content, we introduced the basic situation of our fare system and its serious problems. Through comparing with foreign developed countries, we put forward our ticket price’s optimization strategy, including pricing principles, factors that should be considered in price adjustment as well as two kinds of pricing models that could be chosen in high speed railway design according to the the different targets. Due to the policy-type loss shaped in the huge investment in initial construction, at the end of papaer, we also made some study to government subsidy types.The new method proposed in the paper for high speed railway ticket pricing mode, will provide some theory bases to further establish the fare policy for the government and railway enterprises. In the actual operation, the enterprises should be given more autonomy so that they can adopt a more flexible means of marketing, coping with any situation. At the same time, based on the summary of the research conclusions, we also proposed related policy recommendations such as the implementation of fares hearings system, the completement of legislation and management institutions.
