Study On The Effect And Countermeasure Of Canceling The Ship's Visa To The Port Construction Fee Collection Work

With the abolition of the vessel visa,the original maritime fees collection model is difficult to continue to operate effectively.In this paper,the port construction dues collection under the condition of canceling the vessel visa is taken as the research object,Aiming at the view that the maritime administrative agency should "streamline administration and institute decentralization,administration according to law",The mode of collection of port construction dues under the conditions of vessel visa and canceling the effect of the vessel visa on the collection of port construction,based on the A-S model and the Theory of Planning Behavior 'through the questionnaires,this paper puts forward some countermeasures according to the current law enforcement conditions of the maritime administrations.As the cancellation of the control node,the vessel visa has a great influence on the port construction dues collection,the original fees levy mode is difficult to continue,under the new conditions,the mode of collecting fees should be based on the collection mode of "collection and payment of port companies,supervision and management of maritime safety administration",and the collection process should be recycled.The maritime administration department shall make full use of the system of final arrival notice of ship and information sharing platform in order to obtain information;From the port construction dues collection methods and payment methods to ensure the timeliness and adequacy of maritime fees;At the same time should also establish the port construction fee on-site inspection mechanism.In order to ensure that the new mode of operation,the departments should be from the declaration of information management,increase the harbor construction fees escaping punishment and integrity risk to establish a security mechanism.Finally,some suggestions are put forward to ensure the normal operation of the new model.
