| Along with the rapid development of information technology, complicated structure and powerful function IT projects are emerging on after another. These IT projects are fairly complex, hard to manage and usually require difficult technology, high costs, long implementation period, which highly depends on business. Shanghai Telecom Billing System IT projects are often cross-sector demand, which change quite frequently and the scope of the project is difficult to accurately define. Therefore, there are no fixed pattern can be followed. In order to optimize Shanghai Telecom Billing System IT project processes, improve management of such IT projects, solve those IT project problems which often result in demand instability, frequently changes, projects scope out of control phenomenon.In this study, the basic concepts of project management are introduced and Shanghai Telecom Billing System IT projects scope management is focused on. In the current situation analysis process on Shanghai Telecom Billing System IT projects, we use brainstorming ways to get the status of the problem. Through the questionnaire survey, we acquire the root reason of scope management problems and launch the analysis from these aspects. Finally, we summarized several main reasons that cause scope management problems. To solve these Shanghai Telecom Billing System IT projects problems, we provide five optimization suggestions:optimization from requirements gathering, emphasized scope decomposition, strengthen personnel training, standardized acceptance criteria, and the introduction of change control.At the end of the research, the optimization proposals are applied to the Shanghai Telecom Billing System IT project-Intelligent Billing Navigation System development. from demand collection, scope decomposition, personnel training, acceptance criteria to change control management, a comprehensive range of scope management measures have been carried out and ultimately got good results. |
