Research On Scope Management Of Guangxirural Land Contracting Registration Management Information System Project

Scope management is the basis of project management,the one of the main reason for the failure of the project is the short of appropriate project definition and project scope management.The knowledge of the Scope management is scattered.The main theories,tools and methods are scattered in related knowledge systems of PMBOK,Requirements Engineering,RUP etc.and there is a phenomenon that the upper and lower project objectives are disjointed and fails to form an organic whole from project objectives to specific work.In order to solve the status of the disconnection between upper and lower levels on the scope management,and make the project objectives,the scope management and the specific work form an organic whole of upper and lower convergence,building a more complete information system project scope management framework,this thesis on Guangxi rural land contractual management rights Based on the research on the scope management and demand engineering of the project,the paper summarizes the demand engineering of E-government projects,the knowledge points related to project scope management in PMBOK and RUP,and systematically puts forward the "Three horizontal and four vertical "PSM(Project Scope Management)matrix.The PSM matrix "three horizontal" is consisted consist by the three levels-project objectives,including project objectives,user's requirement and tasks/work package,and makes a hierarchical structure from the project objectives to the specific task,from the abstract to the specific layers of refinement,the upper for the lower work results,the lower for the expansion and decomposition of the upper layer,and support the upper layer.The "four vertical" of the PSM matrix including scope definition,create a work breakdown structure(WBS),scope verification and correction,scope changes,as well as the content and control system of the main process of project scope management.Each process of project scope management runs through the project objectives and user's requirement.To ensure the project's final results meet the needs of the user as well as the initial objectives.The PSM matrix built in this thesis applied to Guangxi rural land contract management rights registration management system project,and achieved good results.Studies shows that the PSM matrix used in this paper is suitable for the management of complex e-government project scope and enriches the existing IT project scope management theory.
