Suzhou district was located in mid-western of Hexi Corridor in Gansu Province, which was the country's major production base of vegetables and seed production bases of corn and vegetables. Its total land area of the district was 335,000 hm2, non-cultivated area was213,300 hm2, occupying 63.61% of the total land area. In order to ensure food security and promote economic development, rationally develop non-cultivated land resources and solve the contradiction between cultivated land area and demand for urban construction land,alleviate the competition for land contradictions between economic crops and grain crops. The district continuous explored in the non-cultivated land which main types were gobi,saline-alkali land and desert, successfully got a non-cultivated land efficiently water-saving facility agriculture way paying equal attention to the development and protection. Up to the end of 2015, protected agriculture in the non-cultivated land has developed to 555hm2,became one of pillar industry of agricultural efficiency and farmers' income, walking in the forefront of Northwest region development and utilization of non-cultivated land resources,the development of efficient water-saving agriculture, but also encountered some problems.This study aims to put forward policy proposals through analyzing development status and problems of protected agriculture in non-cultivated land in Suzhou District, so as to promote the great-leap-forward development of protected agriculture in the whole region, create greater economic and ecological benefits, and provide reference for the development of non-cultivated land protected agriculture in the same area in Northwest China.1 Main Problems of protected agriculture in non-cultivated land in Suzhou District:(1)Lack of policy support and insufficient energy of policy;(2) Infrastructure supporting imperfect, especially the lack of living facilities, and large investment in the beginning;(3)Vegetable production uneven development, low level of industrialization;(4) Weak innovation, construction technology and management level need to improve;(5) Agricultural social service system was not perfect, technical service capacity was insufficient;(6) Low level of standardization, Lack of awareness of the quality of farmers, weaker corporate drive,poor brand effect, higher prices for better quality system had not been established.2 In this paper, it was analyzed that the development of protected agriculture in non-cultivated land in Suzhou District by SWOT method. Suzhou district has plentyadvantages to develop protected agriculture in non-cultivated land, such as having sufficient sunshine and heat resources, suitable for large-scale development, staying away from pollution, convenient transportation and unique location, in addition it has good development policy environment, huge potential market of the domestic off-season market and neighboring countries and other development opportunities. On the other hand, there are many negative factors, such as water shortages, imperfect agricultural service system, rising labor costs,higher upfront investment cost and so on, moreover it will face deterioration of ecological environment, market price fluctuations, policy uncertainty and other threats, which will restrict the development of protected agriculture in non-cultivated land in Suzhou District.3 Some countermeasures contributed to promote the development of protected agriculture in non-cultivated land were put forward:(1) Using accurate industry positioning,strengthening planning and policy support;(2) making overall ecological and environmental protection, adhering to develop efficient water-saving agriculture;(3) completing infrastructure, improving production conditions of vegetables;(4) strengthening scientific and technological training and guidance, accelerating the cultivation of new professional farmers;(5) carrying out standardized production, improving the quality and safety of agricultural products;(6) extending the industrial chain, promoting industrial integration.
