Research On The Social Security System Of Migrant Workers In The Process Of Citizenization In China

During the rapid process of urbanizat ion, migrant workers as a special group play an important role in the process of urbanization and are the essential part of the force promoting the economy. T herefore, we must help the majority of migrant workers achieve the full citizenship to ensure the urbanization develop smoothly. By the end of 2015, the number of migrant workers had been two hundred and seventy seven point four seven million, but the current soci al security system can ’t safeguard the interests of migrant workers. It is meaningful to s et a reasonable social security system to benefit the most migrant workers in the process of urbanization and in the aspect of making agricultural force to become citizen, promoting the new human-centered type of urbanization, maintaining the social stabil ity and building a harmonious society. The social security system of migrant workers in the process of citizenization in China have attracted the attentions from the society especially the scholars, and naturally it has also been the focus of human resource management.On the basis of literature review and the theoretical analysis at home and abroad, such as social security related theory, human resource management theory, push and pull theory, this paper adopts literature research method, comparative study method and the combination of qualitative and quantitative research methods to carry a deep study about the process of citizenship of migrant workers and the related social security system. Firstly, th is paper try to analyze the process of citizenship of migrant workers, including the related situation and characteristics. Secondly, by learning about the models and experiences from the developed countries, such as Britain, USA, Japan and so on, this paper proposes the guiding ideology, the overall strategy and main tasks about how to construct the social security system during the process of citizenship of migrant workers in our country, the core is to promote the employment of migrant workers and further solve the "three insurance" and "three zi" problem. Finally, this paper respectively puts forward some corresponding suggestions. The y are building a social security system that can cover the whole migrant workers, gradually eliminating obstacle factors, improving the comprehensive quality of migrant workers, playing the function of public finance support and perfecting the social security legislation.This paper mainly reflects two research values. On the one hand, by studying the process of current migrant workers’ citizenization and social security syste m, it not only can greatly enrich the existing theoretical system of social security system in migrant workers’ citizenization, but also can further promote the development of theoretical research and be used to guide practice. O n the other hand, to really fundamentally solve the problem of social security in the process of citizenization of rural migrant workers in our country plays a major role for the healthy development of the national economy, the normal operation of market economy and for the social harmony and stability. Therefore, reasonable disposal the social security problems that related to migrant workers is not only the objective demand of maintaining the legitimate rights and interests of the migrant workers group, but also the inherent requirement of promoting sustainable economic growth and maintaining the society harmony and peace. In conclusion, the research conclusions of this paper further enrich and promote the existing research results in related fields and provide a strong reference f or the practical problems.
