Rural tourism, as a new form of tourism industry, has a very mature industry standards at home and abroad.The rural tourism in China started relatively late, in 1980 s is just emerging, despite the rise of it is late, but has been in rapid development, at present, rural tourism has gradually become accepted by city residents as one of the most popular tourist activities, Ning'an district has a very rich natural resources, and it is a tourist city, with the continuous development of rural tourism across the country to grow, making the rural tourism industry in the district is like bamboo shoots after a spring rain to grow, but the development of rural tourism in Ning'an district also appeared many problems, such as lack of scientific planning and the characteristics of tourism products is not clear, lack of funding, lack of large-scale tourism projects, the project packaging superficial, single structure, supporting industry development lag, propaganda Promotion is not enough, therefore, targeted Ning'an district study on rural tourism development is of great practical significance.This paper is divided into seven chapters, the specific structure is: the first chapter is introduction, including research background, research significance, the domestic and foreign research review, the main research contents and technical route. The second chapter is the definition and theoretical basis, mainly including two concepts defined that is rural tourism, tourism industry chain,and make use of sustainable development theory and industrial cluster theory to study rural tourism. The third chapter is the status quo of rural tourism development in Ning'an district, it introduces the current situation, the rural tourism resources and the distribution of Ning'an district. The fourth chapter is the main problems existing in the development of rural tourism in Ning'an district, mainly puts forward five problems, namely the lack of scientific planning and the characteristics of tourism products is not distinct; insufficient capital investment, infrastructure construction and tourism development is inhibited; the lack of tourism scale project driven, development of energy shortage; the project packing level is shallow, and the structure of a single Supporting industry development lags behind, promotion is not enough. The fifth chapter is the rural tourism Ning'an district path, and puts forward four paths: to build rural tourism brand; improve the comprehensive service ability of rural tourism, rural tourism product development characteristics, construction of rural tourism industry association. The sixth chapter is the countermeasures and suggestions on the development of rural tourism in Ning'an district, mainly puts forward six countermeassures, such as improving the policy system, strengthen government support function; tourism industry scientific guidance, enhance the vitality of rural tourism; increase investment, improve the supporting function; specification of rural tourism development, promote rural tourism products in Ning'an grade; perfecting the rural tourism product structure, the development of Ning'an characteristics of tourism products; to intensify propaganda, to build the brand benefit. The seventh chapter is the conclusion,.This paper draws the following conclusions:First, rural tourism in Ning'an district is still during the early stages of development. The development of rural tourism in Ning'an district is still in the early stage, despite the number of rural tourist attractions is not small, but most of the investment and business scale is still small, is still in the "small, scattered, weak state“, real grade, on the scale of the scenic spots are numbered, the lack of market to ensure the competitiveness. Ning rural tourism can develop to a higher level, we must solve these problems by seeking scientific and effective measures, to explore a suitable Ning'an rural tourism resources, market development has the characteristics of rural tourism projects, can better guide for rural tourism in Ning'an district towards a healthy and sustainable development.Second, the rural tourism industry in Ning'an district encountered many problems, there are five main problems: lack of scientific planning, tourism product is not distinct; insufficient capital investment, infrastructure construction and tourism development is inhibited; the lack of tourism scale project driven, development of energy shortage; project packaging superficial, single structure; supporting industry development lags behind, publicity promotion is not enough.
