Allocation And Integration Of Agricultural Resources From The Perspective Of Ecological Civilization In Fujian Province

The Central Committee of the Communist Party of China proposed the present situation of resource allocation in rural areas in the No.1 document in 2015:There has long been starved of agricultural resources, at the same time, unreasonable distribution of local resource, excessive exploitation of natural resources and aggravated environmental pollution phenomenon.Under the constraint of resources and environment, agricultural economic development must take the road of ecological civilization, agricultural resources allocation and integration must take the sustainable development path. The development of agriculture in our country has many problems: over exploitation of the agricultural land resources, obvious aging of the agricultural labor force, uncoordinated regional agricultural development,agricultural funds with dispersion and so on. Thus, to develop the agricultural economy, promoting the rational flow and distribution of agricultural basic elements,reducing the system culture barriers and realizing the structural optimization of agricultural resources allocation appear particularly important. Agricultural resources allocation and integration, which is the basic way to push the sustainable development and modernization of agriculture, can make a great influence on resolving the problems of low productivity, low utilization rate of resources and extensive development mode.Agricultural resource allocation and integration under the view of ecological civilization,which take the sustainable development path, is definitely appreciated.This paper is divided into five chapters, its content is as follows:The first chapter mainly put forward problems,explored the theoreticalsignificance and practical value of agricultural resource allocation and integration in Fujian from the perspective of ecological civilization, made a brief review of domestic and foreign research present situation. The second chapter mainly introduced the basic concepts and basic theories involved in this paper. It distinguished the related concepts, including ecological civilization, agricultural resources, resource allocation and resource integration; but the research was focused on relevant theories, including sustainable development theory, externality theory and stakeholder theory, which would lay the theoretical foundation for the research of this paper.The third chapter mainly analyzed the current situation of agricultural resources allocation and integration in Fujian Province, which was specificallysummarizedfrom three aspects. Firstly, it expounded the reality conditions of the allocation and integration of Fujian agricultural resources,emphasizingthat it can bring huge economic benefits and social benefits,solving the problem of shortage of resources, alleviating the ecological problems, improving the competitiveness of agricultural products, promoting the new rural construction, thus finallyto the construction of ecological civilization. Secondly, this chapter analyzed the existing agricultural resources allocation model in Fujian Province, only realize the status quo can we found the problem. Lastly, this chapter put forward the problems under the existing agricultural resources allocation model, which provided the basis for exploring mode below.The fourth chapter mainly summarized the experience of agricultural resource allocation and integration in other regions of China. It analyzedthese experience's characteristics, besides, combined with the actual situation of Fujian agriculture, it pointedly drew lessons from these experience, which could provide guidance for the construction of the model below.The fifth chapter focused on discussing the modes of agricultural resources allocation and integration in Fujian Province under the perspective of ecological civilization. First of all, it explored how to guide the integration of agricultural resources with the holistic, systematic, harmonious and sustainable development thoughts of ecological civilization, and explained how to guide the practice by thetheory.Secondly, it put forward the objectives and principles of Fujian agricultural resources allocation and integration, as well as how the government should plan agricultural resources in order to implement them. To integrate agricultural resources,people must base on reality, emancipate the minds, keep pace with the times, and fully integrate all kinds of resources, including land resources, human resources,information resources and organizational resources, striving to make all kinds of resources optimization.Finally, it came out with three levels of agricultural resource allocation and integration modes of Fujian Province: self-employed agricultural resources allocation and integration mode, regional agricultural resource allocation and integration mode, as well as provincial level agricultural resource allocation and integration mode.
