Research On Government Agricultural Investment Efficiency In China Under The Background Of Ecological Civilization

Agriculture is the foundation of the national economy and the foundation of a country.With the acceleration of China's modern agricultural construction process and the imbalance of regional development,the government's investment in agriculture has become increasingly important.At a time when the total amount of government agricultural investment continues to increase and the investment structure is continuously optimized,improving investment efficiency will be an inevitable choice for China's future agricultural development.At the same time,in the current "five in one" overall layout,pollution prevention and control work has also become one of China's current three major battles,and the sustainable development of agriculture has also received more and more attention.This paper firstly analyzes the development status of China's agriculture,and then under the background of ecological civilization construction,it makes a new assessment of the efficiency of China's government agricultural investment in the country and provinces from 2007 to 2016.In the local level research,taking into account the existence of technological heterogeneity,this paper adopts the SBM-DEA(to the farthest frontier distance data envelopment analysis)super efficiency model based on meta-frontier and undesired output.In order to promote the coordinated development of regional cooperation,taking into account the imbalance of regional development,this paper also conducts a regional correlation analysis of the efficiency of government agricultural investment in various regions,by calculating the global and local Moran's index(Moran's I)of the efficiency of government agricultural investment in each region,a spatial autocorrelation analysis was performed.This research found that China government has always attached a high degree of attention to agricultural construction,and government agricultural investment has a positive effect on the development of China's agricultural economy.China's agriculture is gradually shifting from labor-intensive to capital & technology-intensive.At the same time,agricultural pollution sources have also become China's largest source of pollution,but in the recent years all control has begun,the agricultural ecological civilization construction has achieved initial results.The efficiency of the government agricultural investment in China has experienced a decline and then a rising trend as a whole.The main reason may be the external economic environment and the lag effect of investment,as well as the shift in government investment priorities in agriculture.The government agricultural investment efficiency in the eastern region has always been at the leading level in the country,followed by the middle and the west.As far as each region is concerned,Hainan is the highest,Shanxi is the lowest,and the more developed regions are more efficient.From the frontier of the group,Shanxi,Chongqing and Inner Mongolia are seriously underestimated,and there is a large technical gap in these areas.In general,there is still much room for improvement in the government agricultural investment efficiency in various regions,especially in the western region,where the potential for improvement is enormous.In addition,the government agricultural investment efficiency in various regions of China has a significant positive correlation in space.In 2010,Shanghai,Jilin and Sichuan showed high-low concentration.In 2013,the phenomenon of high-low concentration in Sichuan Province was significantly enhanced,Ningxia and Shaanxi showed low-low concentration,while Tianjin showed high-high concentration.In 2016,Inner Mongolia showed low-low concentration,Guangxi and Chongqing showed low-high concentration,while Hubei showed high-low agglomeration.In general,the government agricultural investment efficiency in the eastern part of China has improved in recent years,the low-efficiency areas are gradually shifting to the northwest,while the high-efficiency range is gradually spreading from the east to the middle.More and more central regions have improved their efficiency.Thus,this paper also puts forward some policy recommendations.Transforming the agricultural production mode,China can consider implementing a more environmentally friendly production mode when carrying out agricultural production,speeding up the transformation of the economic growth mode of the western region from extensive to intensive,and gradually transforming the ‘industrial' agricultural development model toward the ecological civilization sustainable development model,by optimizing the adjustment of agricultural production input factor resources to control the pollution emissions.Develop modern agriculture according to local conditions and strengthen interregional exchanges and cooperation.In view of the spatial differences in the government agricultural investment efficiency in China's regions,each region should rationally formulate modern agricultural development policies with regional characteristics according to local conditions.It is important to strengthen the construction of modern agriculture in the central and western regions,especially to promote the technological level of Shanxi,Chongqing and Inner Mongolia.Continue to strengthen inter-regional exchanges and cooperation,strive to promote regional coordinated development,continuously disseminate advanced science and technology,strengthen regional diffusion effects,and strive to promote the sharing of results,and gradually improve the efficiency of government agricultural investment across the country.Strengthen the control of the ecological environment and actively promote the scientific and advanced agricultural development model.Specialized training for farmers to improve their sustainable development concepts while improving their professional production skills.Some relevant laws could be introduced,and legal enforcement measures should be taken to strictly control some behaviors.In general,the research perspective of this paper has some improvement.Starting from the background of ecological civilization construction,the environmental damage caused by agricultural production process is put into the efficiency evaluation of government agricultural investment,which is more realistic than previous research.In addition,this paper also innovatively studies the spatial linkages of regional government agricultural investment efficiency,and has a clearer understanding of the possible impacts of each region on its surrounding areas.In terms of research methods,this paper fully considers the heterogeneity of technology,conducts corresponding research under the common frontier theory framework,and analyzes the efficiency of each region,which is more comprehensive and reliable.At the same time,the super efficiency model can be used to further distinguish the efficiency of the effective decision-making unit,so the results are more accurate and comparable.In addition,this paper comprehensively considers the impact of government agricultural investment and other input factors on the development of modern agriculture,so the results are more scientific.
