Agriculture is a high input, high-risk industries, outdoor work and artificial cultivation of features make agricultural production and management easily be affected by various factors. With the increase of farmers'awareness of agricultural risk prevention, many farmers turn their attention toward the agricultural insurance, they hope that agricultural insurance can provide protection.Sichuan is a major agricultural province. Geography, climate, and crops are not the same in every cities and counties, the probability of occurrence and degree of harm will change. Agricultural planting, breeding of Sichuan have gradually achieve scale, modern, fine process. In order to ensure the normal development of daily production, some farmers will transfer natural risks agriculture to the insurance company. But development of agricultural insurance of Sichuan is subjected to a variety of factors. The thesis consists of five chapters, the basic ideas and structure are as follows:The first chapter is the introduction. This paper first describes the background, significance, and give a brief summary to the agricultural insurance theory about home and abroad. After giving the research methodology and framework, I presented this innovation and deficiencies.The second chapter is a basic overview of agricultural insurance. It mainly defines the concept of agricultural insurance, and it describes the characteristics of agricultural insurance. After introducing the four development paths of agricultural insurance, elaborating agricultural insurance development mode and the status quo of Sichuan province.The third chapter analyzes multi-factor theory of Sichuan agricultural insurance development. Analyze the various factors of development of agricultural insurance from welfare economics, supply and demand situation, "public-private" cooperation perspective. In the aspect of welfare economics, introduces the impact of external influence on the development of agricultural insurance. In the supply and demand situation analysis, Sichuan agricultural insurance is in supply and demand "double cold" embarrassing situation, this situation caused imbalance of the agricultural insurance market. In the "public-private" aspects' cooperation, there are some problems in insurance companies and government. Government tax incentives are not in place, insurance subsidies are not complete. Insurance companies have the behavior of fob, payment delays. Government and insurance companies have fuzzy border business and unclear responsibilities.The fourth chapter has an empirical analysis of multivariate Sichuan agricultural insurance development. Based on the theoretical analysis, build the model by selecting quantifiable main index. Select Sichuan province agricultural insurance premium income as the dependent variable, select agricultural output, per capita net income of rural residents, units affected area of agricultural insurance indemnity expenditure and fiscal policy as explanatory variables, build model and have an empirical analysis of multiple factors for premiums.The fifth chapter presents suggestions for the problems in development process of Sichuan agricultural insurance. This chapter is based on the preceding chapter, makes some suggestions in Sichuan agricultural insurance development process.In this paper, there may be innovations:First, Sichuan province is singled out as the object of study, analyze several factors in the Sichuan development of agricultural insurance.Second, by combining of theoretical and empirical analysis, we can learn about the different factors that impact on agricultural insurance.Third, learn from their predecessors on the basis of empirical analysis, the policy factor is lead into the model.
