Ageing populations is a significant problem that many countries in the word are facing, and China is no exception. Population aging in China has its particularity, such as the large number of the aged, the fast increasing speed of the aging, the phenomenon that many old people don't save enough money before they get old as well as the aging trend. The process of ageing society is slow in developed countries, and because of their high economic level and social civilization, they can gradually solve the problems caused by aging. However, China do not have sufficient time to tackle it, so it is a necessity to take prompt and effective measures to work out this dilemma right now, otherwise the problems caused by aging will have a negative impact on the economic and social development. Nowadays China's supporting model for the aged becomes diversified:there are traditional home care, nursing homes for the "three noes", and retirement communities and institutions in rapid development at this stage. Although diversified, supporting model for the aged develops unbalanced. With the development of economy, China's social structure has undergone great changes, and the family structure has been influenced most. According to Fei Xiaotong, this family structure is a kind of social support system formed by differential pattern with emphasis on individual responsibility for the family, so the care for the aged is essentially borne by the family. But with the proliferation of the nuclear family and the rapid increase of empty nesters, the consequence is that family support function is becoming weak. The small size of community old security and shortage of facilities, the low degree of specialization, and the formalization of many old-age homes can't really satisfy the needs of the aged, and what makes it worse is that the government financial support is limited, so the investment to follow up becomes difficult. Institutional care as an important tool to deal with aging problems, it has appeared since ancient times It first appeared in the slave society with multiply forms, say, park field hospital, homes and economic support soup kitchens, and they are all the reflections of the governmental responsibility. It also has its own pension advantages, such as its high professional, and quality assurance services on hardware and software in the way government strongly supports. Present public nursing homes and private nursing homes are of great help on solving the supply problem, but they have some shortcomings at the operation process, it thus becomes difficult to effectively alleviate the contradiction between supply and demand insufficient.The mode of "public-owned, privately-operated" of the service for the aged is a new attempt to solve the problems of elder-care, and the government has the ultimate ownership of the pension assets and the right of supervision to some degree, while enterprises are only responsible for specialized operation, so the two sides can carry out their duties and exploit their own advantages, thus realizing the maximization of resource utilization. Meanwhile, this mode gets over a huge difficulty of private, namely, the pre-investment in fixed assets is too much. By using the mode of "public-owned, privately-operated", enterprises will be able to take full use of the funds and do not worry much about the long recovery period of fixed assets. One advantages of this mode is that it can attract social funds into the service for the aged, and encourage more social powers to support the work for social welfare of the aged, eventually benefitting more old people and making them enjoy the advantages of social development as well as increasing demand and providing employment.From the point of China's present problem of supporting the aged, this thesis discusses the existing ways of solving this problem, thus leading to the mode of "public-owned, privately-operated", analyzes its strengths and shortcomings, and based on this, proposes solutions for its long-term development. In the case of Zeyicheng Home Center of Chengdu, the thesis has an analysis from the aspects of its services, organization and management, the satisfaction of the occupied old people, etc., and summarizes the operational problems at the present stage. And in the view of the nation, the thesis explores the dilemma of this mode, and puts forward comments and suggestions combined with China's existing policies. In order to promote the long-term development of the mode, joint efforts from all sides are needed:the government should constantly perfect the present the system of service and supervision; the enterprises should insist on their welfare and improvement of their operation, put more attention to the quality of their service and improve the satisfaction of the aged and the stuff for the purpose of earning a good reputation; finally all sectors of society should also give their understanding and support, know about the advantages of this new thing, not just seeing its shortcomings, and urge it to change better into perfection. All the aspects cannot be separated, but interrelated as a whole to connect and collaborate together to promote the development of nursing institutions of "public-owned, privately-operated".This thesis is divided into six chapters, and the main ideas of each chapter are listed as follows:The first chapter is the introduction, mainly introducing the background, significance of the topic, literature review at home and abroad and other related issues concerned with this paper.The second chapter mainly analyzes the concept and theories of "public-owned, privately-operated". It mainly introduces one concept, that is institutions of "public-owned, privately-operated", and analyzes the classifications of "public-owned, privately-operated" and the interrelationships between them.The third chapter mainly introduces the practice of this mode. Firstly describes the policy which our country publishes to support it, then describes the overall development of institution endowments, and states the necessity of developing the mode of "public-owned, privately-operated", and analyzes the practical situation of this mode, which provides a factual support for the developing of this mode.The forth chapter mainly analyzes the situation of Zeyicheng Home Center of Chengdu. As the western economic development center, Chengdu is the "experimental spot" of pilot projects for various social political reform.The fifth chapter chiefly has an analysis on the problems caused by the mode of "public-owned, privately-operated".The sixth chapter is mainly to propose countermeasures and suggestions and to analyze and solve how to improve the mode of "public-owned, privately-operated" on the basis of the development condition of Zeyicheng Home Center of Chengdu.Specialties and innovations of the thesis:it chooses a heated topic: "public-owned, privately-operated". It is a new thing at the state of continuous experiment and popularization, and has huge influence on China's solving the problems of supporting the aged if it develops well or not. As for research methods, not only questionnaire method but interviewing method are used, and the latter's interviewers are not limited to occupied old people, and concrete operators and workers are also included. The materials are relatively new and reliable.
