Twenty-first Century is the century of the ocean. As the land resource depletion, most of countries turn their focus into ocean. While Chinese economy has entered a new normal, and the negative impact of structural adjustment pains, the shift of economic growth, pre policy digestion period "three period superposition" not about to come, Chinese leaders size up the situation, proposed a new development strategy-" the 21st Century Maritime Silk Road". Port as the most important infrastructure of maritime transport, is the backbone of the realization of the sea. It is a key to mobilize and allocate resources in the world. This paper takes the regional port along the Maritime Silk Road as the research object, and studies the linkage development path from the horizontal and vertical. Firstly, according to the theory of minimum transportation cost, each region in the hub port, Guangzhou port and Xiamen port, Singapore and Hong Kong, the port of Colombo, Salalah port, port said, constitute the lateral port linkage "skeleton." Secondly, the function of each port is located along the coast of China, which is based on the function of each port in the coastal port, forming a "Xiamen-Guangzhou" as the double hub port, and the other port form the "central type" linkage. In based on the horizontal linkage to the port as a node, "from point to line", fanning out from point to area form area harbor linkage, the port city linkage model of vertical linkage, promote the economic development of the entire region along the Silk Road on the sea.
