Under the background of low-carbon development,increasingly blurred the global economic integration and international borders,prompting geographical mutual division of low carbon innovation industry and related integration,showing a systematic trend of agglomeration,regional low-carbon innovation system gradually formed.This paper extends the research methods about the theory of low-carbon innovation,regional innovation system,deepen the research on the relationship between internal factors of regional innovation system and the dynamic evolution process,help to accelerate the realization of low-carbon innovation social value,economic value and ecological value of the transformation,not only enrich the existing regional low-carbon innovation system theoretical study of the system,but also for the main innovation of our government,enterprises,scientific research and intermediary service agencies to develop low-carbon innovation development strategy,carry out low-carbon innovation activities and take effective measures to provide targeted countermeasures and suggestions to optimize the theory.In order to make up the existing dynamic evolution perspective to the research of regional innovation system based on low carbon,further reveal the internal evolution mechanism,based on defining the connotation of the regional low-carbon innovation system,construct the structure model,analyze the system evolution of the four major features of self-organization.Then,by using entropy theory and synergetics theory,this paper makes a deep research on the self-organization evolution condition,competition effect,evolution path and mode of regional low-carbon innovation system.Based on this,by using the improved Logistic equation,construct the system self-organization evolution and competitive power of natural co evolution model,and using the phase plane method,analyze the local and global stability of the model,by setting the effect of different parameters,using Matlab simulation and data analysis,in-depth study of the evolution of the system since the competition period the co effect of organizational structure characteristic and system of internal and external factors on the dynamic role of system evolution.Finally,the development of low-carbon innovation system of new energy industrial park of Heilongjiang Province New Energy Industrial Park evolution as the object for empirical research,puts forward the low-carbon innovation subject should adjust strategy according to conform to the developing trend of low carbon economy,and this study verified the guiding significance in practice development.
