Livelihood Expenditure Efficiency And Influencing Factors Analysis Of Guangdong Province

Livelihood issues,whether it is education,health care or housing,is an important issue related to the immediate interests of the people.In recent years,“accelerate the development of social undertakings and vigorously ensuring and improving people’s livelihood” was involved in a Government work report,it takes a strategic concern for people’s livelihood.Countries enhance the implementation of the public financial function,strengthened the support in areas of livelihood,with education,health,housing,increase the input.Increase capital input is the first step in improving people’s livelihood and the top priority should be improve the financial expenditure efficiency.In this paper,based on the theory of public finance theory,21 prefecture-level city’s data in Guangdong Province,by using Data Envelopment Analysis(DEA)through the analysis of technical efficiency,pure technical efficiency analysis,analysis of scale efficiency level of funds channeled to expenditures in the areas of analysis and evaluation.On this basis,using random-effects Tobit model measure the factors affecting the livelihood of local government financial expenditure efficiency and corresponding analysis results,and make relevant policy recommendations.Firstly,we analyzed the 21 prefecture-level city’s data with DEA method on five spending(that is,expenditures on general public services,education,health care spending,environmental protection,social security and employment spending 2009-2012),found that despite increasing fiscal spending in recent years,but does not significantly improve spending efficiency.Secondly,according to these results,we use Tobit limited dependent variable models analysis the factors effect on spending,found in Guangdong Province,and geographic factors on the efficiency of spending is not apparent,the size of Government and the degree of fiscal decentralization on spending efficiency significantly.Finally,based on both empirical research results and theories of how to improve spending efficiency in the Government put forward policy recommendations.
