Local People's Livelihood Fiscal Expenditure Efficiency Evaluation

"People-oriented thoughts" have always been the core of Chinese political tradition,from ancient to modern,"people-based" has increasingly become the focus of today's society.Contemporary China has been to the livelihood of the people as the starting point and the foothold,the public finance is not exceptional,namely "the people's livelihood finance" of scholars from all walks of life.The people's livelihood finance is the key of our country financial expenditure project currently,but our country still is a developing country,fiscal expenditure is not yet perfect,the local people's livelihood fiscal expenditure efficiency is not optimistic.Therefore,research of the fiscal expenditure efficiency of local people's livelihood is of great significance for improveing the livelihood of the people in our country and people's happiness.Based on this background,in this paper,the local people's livelihood fiscal expenditure efficiency has made the following research:The first,to the people's livelihood fiscal expenditure efficiency generalizes the related literature,this paper expounds the main related theory,to the local people's livelihood for the next research set the theoretical basis of fiscal expenditure efficiency;The second,this paper clearly points out the financial attributes of "people's livelihood",combined with China social development background and current hot spot,define the concept of "people's livelihood finance" the starting point,time and expenditure scope;The third,collecting and sorting the financial data from 1978 to 2015,China's finance is expounded in an all-round and complete since since the founding of the fiscal functions of historical evolution,from 2004 to 2015 local fiscal expenditure scale and structure of the people's livelihood in China was analyzed,and their people's livelihood finance with Chinese Hong Kong,macau,China and the developed countries the United States,South Korea,Singapore,the United Kingdom were analyzed;The fourth,this paper established the index system of efficiency evaluation of input and output,selected the 2007-2015 provincial panel data of 31 provinces and cities,using DEA method of data envelopment analysis(DEA)to the local people's livelihood in China the efficiency of fiscal expenditure is evaluated,and analyzed the problems of local fiscal expenditure efficiency of the people's livelihood;The fifth,the author puts forward the theory hypothesis,and USES the Tobit regression model to study the influence factors of the financial expenditure efficiency of local people's livelihood in China.The sixth,combined with the results of this article,the author puts forward some Suggestions on how to improve people's financial expenditure.Research conclusion of this paper are: first,China's local financial expenditure efficiency geographical differences of the people's livelihood,in the western region of the people's livelihood fiscal expenditure efficiency significantly lower than the central and eastern regions;Second,the developed region of the people's livelihood fiscal expenditure efficiency is relatively high,the more the more highly developed regions to the attention of the people's livelihood,such as,Shanghai,guangdong and other first-tier cities comprehensive efficiency value is higher;In the end,most of China's local financial expenditure not reach the optimal state of the people's livelihood,expenditure structure remains to be perfect,the main reason is the people's livelihood fiscal is spent too much.Based on the above research conclusion,according to the existing literature assumptions about fiscal expenditure efficiency factors,objective factors on behalf of selected indicators,quantitative analysis.And puts forward several Suggestions on the following aspects:First of all,fiscal expenditure structure optimization of the local people's livelihood;The next,accelerating the local economic development level,to improve people's livelihood resources allocation efficiency;Finally,local governments should improve financial autonomy and reduce the size of governments' expenditure.It's a certain reference to improve the efficiency of local people's livelihood fiscal expenditure.
