Research On The Efficiency Of Local Government Fiscal Expenditure For People’s Livelihood In China

People’s livelihood is the foundation of people’s happiness and social harmony.Since the Party and the government put forward the policy and task of implementing the Scientific Outlook on Development and building a harmonious society,the attention of Chinese residents and government to people’s livelihood issues has been increasing.Li Keqiang pointed out in the 2023 Government Work Report that China’s future work priorities include: promoting the green transformation of development methods,ensuring basic people’s livelihood and developing social undertakings,strengthening the construction of housing security system,promoting the construction of high-quality education system,deepening the reform of the medical and health system,strengthening the guarantee of elderly care services,improving the birth support policy system,and prospering and developing cultural undertakings and industries.The issue of people’s livelihood has attracted the attention of people from all walks of life,and the government has also emphasized the management of financial performance,of which financial performance related to people’s livelihood is the top priority,but because China is still a large developing country,there are large differences in resource endowments,economic development levels,and residents’ education levels in different regions,resulting in inefficient and obvious regional differences in local government people’s livelihood fiscal expenditure.Therefore,studying the efficiency of local government’s people’s livelihood fiscal expenditure is of great significance to improve people’s happiness and promote social harmony.Based on this background,this paper makes the following research on the efficiency of local government fiscal expenditure for people’s livelihood: first,the literature related to the efficiency of fiscal expenditure for people’s livelihood is collated;Second,the connotation of people’s livelihood finance and the scope of research on people’s livelihood finance expenditure in this paper are defined;Third,from the perspective of central people’s livelihood fiscal expenditure,local people’s livelihood fiscal expenditure,and the scale and structure of people’s livelihood fiscal expenditure,this paper analyzes the current situation of China’s people’s livelihood fiscal expenditure;Fourth,establish a scientific and comprehensive evaluation system for the efficiency of people’s livelihood fiscal expenditure,and use the data envelopment analysis method to analyze the efficiency of people’s livelihood fiscal expenditure of local governments in China from a static perspective.Fifth,from a dynamic perspective,this paper analyzes the efficiency of people’s livelihood fiscal expenditure of local governments in China from 2012 to 2021;Sixth,from the perspective of influence path,the influencing factors of people’s livelihood fiscal expenditure efficiency are theoretically analyzed,and the influencing factors of people’s livelihood fiscal expenditure efficiency are empirically analyzed through Tobit regression model.Seventh,through the above research and analysis,relevant countermeasures and suggestions are put forward.The research conclusions of this paper are: first,China’s national livelihood financial expenditure shows the characteristics of high in the east and low in the west,but the output of the eastern region is low in terms of environmental protection;Second,there are certain regional differences in the efficiency of China’s people’s livelihood financial expenditure,and the efficiency of people’s livelihood fiscal expenditure in the western region and the northeast region is significantly lower than that in the eastern region and the central region;Third,the efficiency of people’s livelihood fiscal expenditure in most areas of China has not reached the effective state of DEA,and local governments should not only adjust the structure of people’s livelihood fiscal expenditure,but also adjust the scale of people’s livelihood fiscal expenditure;Fourth,from 2012 to 2021,due to the decline of the technological progress index,the total factor productivity index of people’s livelihood fiscal expenditure efficiency declined;Fifth,the level of economic development,the degree of openness,the quality of residents,population density,the size of the government and the location factors will have an impact on the efficiency of local governments’ fiscal expenditure on people’s livelihood.Based on the above research conclusions,this paper puts forward the following three countermeasures: first,optimize the scale and structure of local government fiscal expenditure for people’s livelihood;Second,streamline finances and broaden channels for expressing social conditions and public opinion;Third,increase the degree of openness and promote economic development.Starting from these three aspects,the efficiency of people’s livelihood fiscal expenditure of local governments in China can be improved to a certain extent.
