A Comparative Research On Chinese Engineer And FIDIC Engineer

The concept of project supervision was originated from FIDIC contact terms.There has been a constant controversy over its definition,position,and authority.In Chinese engineering practices,engineers who are engaged in the project supervision are called the supervision engineers.Compared with the Chinese supervision engineers,the Engineers in FIDIC contacts play more and more important roles in both national and international engineering practices.Under this background,it is necessary to make the comparison and evaluation on those two concepts.The main objective of this research is to compare the engineer roles in Chinese and FIDIC contact documents.Through the methods of comparison,quotation,and reasoning,the following research tasks have been conducted: First of all,the supervision engineering of China is identical to the engineer in FIDIC contact terms through the reasoning approach.Then,comparison was made on engineer roles in Chinese project management system and FIDIC contact terms based on the Mintzberg theory of project manager roles.The differences between those two concepts are identified.Based on the research results,the major difference is that the supervision engineer in China is not appointed and authorized by the proprietor.As a result,the engineer roles which the supervision engineer plays are different from those in the FIDIC contact terms.Therefore,it was concluded that the major reason resulting in the difference between Chinese and FIDIC contact terms is the regulations of the Chinese project supervision system.
