Opinions on accelerating the development of sports industry and promoting sports consumption?.The paper put forward concrete suggestions on promoting sports consumption.Sports tourism takes this opportunity to usher in a good opportunity for development.Then in May 2016,the State Sports General Administration and the National Tourism Bureau signed the ? Cooperation agreement on promoting the development of sports tourism?,The aim is to promote the integration and development of sports and tourism,boost the economic transformation and cultivate new economic growth points.The improvement of the quality of life and the diversification of tourism demand,lead to people are no longer simply satisfied with the traditional form of tourism,sports tourism has been favored by tourists because of its uniqueness.Shanghai,as the world famous tourism capital,whether its natural or cultural sports tourism resources are rich.The exploitation of sports tourism resources is directly related to the development of sports tourism.Development and management are inseparable,the government plays an important role in the exploitation of sports tourism resources.Shanghai's sports tourism industry are in the forefront in China,but there are still many problems can not be ignored.This article focuses on the exploitation and management of sports tourism resources in Shanghai,analyzes the problems of the sports tourism industry in Shanghai.For example,sports tourism promotion awareness is not high,the market is not fully developed;Tourism resources are not well combined with tournament resources;Resources exploitation lead to a certain degree of damage to the natural environment.Sports tourism related laws and regulations need to be established.Tourism management system is not perfect,the relevant functional departments and their responsibilities are not clear;Tourism administrative system of the market is not enough,the government's public service capacity needs to be further improved.Tourism administrative system is not enough,the government's public service capacity needs to be further improved.Based on the above problems,the author puts forward some related solutions,hoping to provide some useful ideas for the relevant functional departments.In order to exploit the sports tourism resources of Shanghai,we can use "Sports +Tourism" or "Travel + Sports" mode,making full use of the advantages of sports tourism resources in Shanghai.In this process,the government should act as the helm,not oarsman,creating "small government,big society" atmosphere.So the governmentshould speed up the reform of the administrative system of sports tourism,and do a good job in marketing.Innovating sports tourism public service model,doing well in planning and coordination;Training compound sports tourism talents;Focusing on environmental protection,implementing the concept of sustainable development.
