Project management is the management activities of the project planning,organization,coordination and control in accordance with its internal logic laws under the constraints,for the purpose of achieving goals optimally.In the process of project management,the objectives and tasks are clear.In the implementation process,there are constraints,including the duration,quality,cost,etc..At the same time,we need to use management tools and methods to mobilize various resources.With the development of economy,the continuous expansion of project scale,the continuous improvement of technical requirements and continuous cutting down of project schedule and cost,the project managing contractor is putting higher and higher requirements on project management including quality,investment,operation and etc.Under the aforesaid background,project management system which was introduced into China since 1960s,has been widely applied to various industries and been improved and developed unceasingly.In this process,quality,cost and schedule are the three core elements of project management.Project management can be understood as a management tool for planning,executing,and controlling the process of project activities.As the basic industry of national economy,iron and steel industry is playing an important role in supporting the development of economy and society.Medium and heavy plate are important basic products,mainly used in the fields of construction engineering,container manufacturing,shipbuilding,bridges,engineering machinery and other industries.Heat treatment of medium and heavy plate is one of the core processes in the iron and steel industry.The production process has a high degree integration of specialties and large span of fields,which is a typical heavy industry.The project implementation phase has features of big tones equipment,high difficulty construction,complicated automation system and high control accuracy requirements.At the same time,due to the rapid technology update,space has to be set aside for the subsequent continuous improvement,which would increase the difficulties in project implementation.Especially during the operation of project,to meet the new goal of development,the production procedure,process technology and equipment have to be optimized unceasingly in accord with the development.Taking the medium and heavy plate heat treatment project in Nanjing Iron and Steel C.o.,Ltd as the object of study,this thesis described the project background analysis,project implementation and project organization structure in detail.A complete project management system is formed through explaining the project implementation process,verifying and evaluating the overall project implementation effect and putting forward improvement measures on the operation after putting into production.This paper reviewed the basic theories and methods of project management at home and abroad,analyzed the application of project management system in the industry of medium and heavy plate heat treatment combining the special features of iron and steel industry,pointed out the advantages and disadvantages of the application of project management and put forward the points NISCO should pay attention to and learn during the implementation of such project.NISCO heat treatment project made full use of the theories and methods of project management in the construction phase of the project,realized the combination of theory and practice and focused on the control of project schedule and quality during project implementation.The project management level is verified via evaluating the performance of the project after completion and the review of main parameters.Project organization structure was determined and a scientific and reasonable project team was built based on the project management team members and project characteristics.For the project implementation,task was assigned clearly with personnel by paying more attention to task decomposition.Based on the classical theory of project management,combining the application practice in NISCO medium and heavy plate heat treatment project,this paper put forward the whole lifecycle management of project management,that is,bring the post-project management into project management,set up the operation system,specially explained the operation equipment management system,and introduced the improvement measures for operation,realized the "project + operation" management,and improved the project management level.In a systematic way,through the combination of the theory and practice,the combination the "pro-" "in-" "post-"of project management,the management level of NISCO heat treatment project is enhanced,the range of products is expanded,and the competitiveness of products is greatly improved.Combining the case analysis of NISCO medium and heavy plate heat treatment project,this paper analyzed the project management system,put forwarded opinions on promoting new metallurgical project using project management methods and explained the operation features of NISCO heat treatment.
