Environmental emergencies are caused by pollutants or natural disasters,production safety accidents and other factors,resulting in pollutants or radioactive substances,such as toxic and harmful substances into the atmosphere,water,soil and other environmental media,suddenly or may cause environmental degradation,endangering the health of the public and property safety,or Those who cause damage to the ecological environment or cause major social impacts and need urgent measures to deal with them.In recent years,the process of industrialization and urbanization in China has been accelerating,and environmental problems are becoming more and more serious.The risk of sudden environmental events(hereinafter referred to as "environmental risk")has been aggravated,and all kinds of environmental emergencies are prone to occurrence,resulting in the serious loss of public life and property and serious damage to the ecological environment.Under such a background,the national "13th Five-Year" ecological environmental protection plan proposed that environmental risks should be brought into the normal management,and the whole process of strict prevention,strict management,post disposal,multi-level risk prevention system,effective control of the dangerous factors affecting the healthy ecological and social environment,and the safe bottom of the environment are established.Line ?Obviously,improving the basic ability of environmental risk prevention and control and improving the efficiency of environmental risk management are of great practical significance.At present,environmental risk management is carried out on the basis of environmental impact assessment,risk assessment report of enterprises and institutions or emergency plans of enterprises and institutions,so as to reduce the probability of unexpected environmental events.In fact,it is limited to manage the environmental risks of individual enterprises,such as enterprises and institutions,lack the integrity of regional environmental risk management and the unity of industrial layout,and it is difficult to effectively prevent and control regional emergencies.To carry out the risk assessment of regional emergencies,we can fully grasp the risk situation of the unexpected environmental events in a certain area,thus providing decision support for risk management.The county area of X County in Chengdu is small and is greatly influenced by the cross boundary.Therefore,this paper uses the environmental risk index calculation method recommended by the "recommended method of the risk assessment of the administrative region emergency environmental events" as the evaluation method to evaluate the regional emergency environmental events risk in the Chengdu County of Chengdu.In the course of the actual assessment,the regional environmental events risk assessment index system in Appendix 3 of the recommended method of the administrative regional emergencyenvironmental events risk assessment is used to carry out the environmental wind in the subregion of the emergency atmospheric environmental event risk assessment,the subregion of the emergency water environmental event risk assessment and the comprehensive environmental risk assessment area.Risk assessment.Environmental risk assessment is mainly carried out in three aspects,namely,the intensity of environmental risk sources,the vulnerability of environmental risk receptors,the prevention and control of environmental risks,and the capability of emergency rescue.The evaluation results show that the risk assessment sub region of emergency atmospheric environmental events in X County of Chengdu City,the sub region of emergency water environmental events risk assessment and the regional environmental risk level of comprehensive environmental risk assessment are medium,which is in good agreement with the current status of X county.On the basis of environmental risk assessment,based on the comparative analysis of environmental risk in the X County of Chengdu,this paper puts forward some concrete countermeasures to improve the environmental risk management of Chengdu County by drawing on the practice and experience of foreign advanced cities in the environmental risk prevention and control and risk management in Chengdu.X County in Chengdu can improve environmental risk management by strengthening the management of environmental risk sources,improving environmental risk prevention and control and emergency rescue ability,cutting off environmental risk receptors and risk sources.
