4 MT/a coal to liquid project is a demonstration project in coal deep-processing industry in the 12th Five-Year Plan,a key project of Ningxia Hui Autonomous Region and Shenhua Group,as well as the largest coal to liquid cluster under construction in the world.The complicated circumstances,potential risks,and harmful factors of the project might result in injuries,environmental pollution,and social instability.Environmental Risk Assessment and Research in the paper was based on production status,pollution discharge status,pollutants hazard levels,surroundings and environmental protection targets.The paper illustrates environmental risks identification,risk sources analysis,consequences analysis,risk level calculation and assessment,and risk management.The research identifies Class A fire explosive materials,evaluates risk accident types,and recognizes major hazard sources.Emergency mitigation measures as well as regional linkage emergency response plans are made to reduce accident rate,losses and environmental impact in construction site to an acceptable level.
