The Scientific Development Concept And The Innovation Research On The Legal Prevention And Control Mechanism Of Agricultural Non-point Source Pollution In China

In the past,due to lack of overall cognition degree of environmental pollution together with the limit of economic ability,industrial point source has been regarded as the main object of pollution control,countries have taken a series of measures to focus on Governance and also have achieved good control.But the practice proves that the simple control of point source pollution still can not eliminate the present serious pollution situation fundamentally,with the rapid growth of China's economy and the continuous expansion of the population,a large number of non-point sources of pollutants have entered into various environmental carriers widely and continuously.Many countries and regions have confirmed that the problem of environmental deterioration caused by non-point source pollution is becoming more and more serious.The proposal of Scientific Outlook on Development provides a scientific basis for the improvement of the legal prevention and control mechanism of agricultural non-point source pollution.To improve the legal mechanism of agricultural non-point source pollution prevention and control in China,we must always take development as the first priority and insist on the value orientation that people first.We must take comprehensive,balanced and sustainable development as the ultimate goal and take the overall planning as the fundamental method.Based on the analysis of the current situation of agricultural non-point source pollution,based on the guidance of Scientific Outlook on Development,this paper makes an innovative research on the legal prevention and control mechanism of agricultural non-point source pollution in China.Because of the differences in climate,natural environment and economic development in the eastern and western regions of China,the situation of agricultural non-point source pollution is also different.Therefore,the article first selects two regions of Gan Su and Zhe Jiang to investigate and analyze the present situation of agricultural non-point source pollution in order to find our agricultural non-point source pollution.The causes of agricultural non-point source pollution are analyzed.Secondly,it analyzes the legislation status of agricultural non-point source pollution prevention and control in China.Through combing the relevant legal provisions of agricultural non-point source pollution,we find the problems in its legislation,introduce the concept of green development,and better improve the legal prevention and control mechanism of agricultural non-point source pollution.At last,on the basis of combing the basic connotation and significance of Scientific Outlook onDevelopment,this paper analyzes the internal agreement between Scientific Outlook on Development and China's agricultural non-point source pollution prevention and control mechanism and the inherent requirements of Scientific Outlook on Development on China's agricultural non-point source pollution prevention and control mechanism.And under the guidance of Scientific Outlook on Development,we seek to improve our country's agricultural non-point source pollution prevention and control mechanism.Take the road of green development of agriculture,adhere to the farmers as the basis,protect their environmental interests as the starting point and foothold,improve their ecological awareness,comprehensively coordinate sustainable development,construct long-term prevention and control mechanism,co-ordinate urban and rural areas,and realize the integrated development of urban and rural environmental protection.
