The development of new energy power generation is significance for adjusting the energy structure and easing the issue of energy security. The original power of new energy is the natural uncontrollable,nonadjustable wind or light resource.Enormous new energy power accessed to the power grid makes the system confront great challenges in safe and reliable operation and economic optimal scheduling.Therefore, the thesis taking the economic impact on the new energy's access to the system as the breakthrough point, this thesis introduces the new energy acceptance into the field of electrical power system economic dispatch. Under the condition of ensuring the grid security, it enhances the delivery capacity of the new energy, and promotes the economical efficiency of large-scale new energy consumption dispatch.Meanwhile, according to the economic value, and performance cost ratio, the thesis constructs to control the new energy power station by means of clustering and grouping, in order to improve the instantaneity and reliability of the power grid.The main contents of this thesis are as follows:(1) Firstly, this thesis analyzes the operating characteristics of the new energy and its influence on the new energy acceptance .Secondly, the characteristics of different accessed new energy to power grid and its influence on the new energy acceptance capability of power grid are analyzed. Next, the thesis analyzes the influence of the new energy accessed on the power grid operation. Finally It summarizes the factors that restrict the new energy acceptance ability of the grid.(2) This thesis formulates an Environmental Economic Dispatch (EED) model in both economic and environmental aspects. The model takes the economic optimum as the goal, and considers the penalty cost factor due to the error of the new energy output forecast, which considers the abandoned wind with light penalty factor caused by the underestimation of the new energy sources and the reserve penalty factor caused by the fluctuations of new energy or the overestimation of the output of the new energy. In this thesis, the quadratic programming is used to solve the environmental economic dispatch model .The correctness of the model and the effectiveness of the algorithm are verified by the IEEE-30 standard.(3) In this thesis, a new clustering control method based on control performance cost ratio is proposed to reduce the number of units. In this method, the control performance cost ratio is constructed by using the abandoned wind, abandoned light factor and the new energy reserve capacity penalty factor. The new energy power stations are clustered by the similar degree of cost ratio and controlled by a comprehensive performance index. Furthermore, the effectiveness of the proposed model and method is verified by a case study of Shanxi power grid in the field of real-time control.
