Significance The air medical rescue is an important part of emergency medicine.An improved air medical rescue system,not only can save lives and improve the quality of life,but also can avoid medical resource waste.So,to investigate and study air medical rescue work progress,discuss the existing problems in the field,summarize the foreign experiences,and put forward the countermeasures and suggestions are very helpful to improve emergency medicine and raise the level of pre-hospital first aid and public emergency rescue.Objective This research meant to know well the development situation of air medical rescue in China,and then analyze the problems in the development.And then conclude the relative and successful experiences in the world and put forward the develop ideas,countermeasures and Suggestions.Encouraging the practice of air medical rescue to be normalized in our country,and providing the reference for the development of air medical rescue in China.Methods1.Literature resaerch.Using "aeromedical evacuation"?"??????"?"emergency helicopter transport"?"?????"?"??????" and so on as the key words to search the relative papers from CNKI?Wan fang?PubMed and Springer Link.At the meaning time,search the policy documents relating to air medical rescue.Through the analysis and collation,summarizes the development experience of foreign countries and the existing problems in China,and then forms a literature review.2.Field survey.Investigating the three units that have already carried out air medical rescue work in China(Hong Li hospital?Xi Jing hospital and Beijing 999 emergency center).Draw up a research outline based on the research content.Understanding the development status of the three units in the air medical rescue,including the existing scale,the working process and the operational situation.Collect first-hand information and make detailed records and collation.3.Expert interview.According to the interview outline,by qualitative interviews with experts who are from the three research units,to understand the current situation of air medical rescue,the work experience,and the problems that exist.Results1.The existing scale of air medical rescue.There are 3 air medical rescue teams in China;there are 11 ambulance helicopters in China;The scope of the rescue was mainly covered Jing Jin Ji area,Shanxi,and Henan Xinxiang,Hubei Wuhan,Ningxia Yinchuan.2.The air medical rescue process.The main rescue process is that the helicopter flown from the base to the hospital for medical staff and then to the mission site.3.Air medical rescue operation situation.The research unit has two kinds:private and public,and they are all working with navigable company;Ambulance helicopters are obtained by buying,leasing,and bank financing;The cost of doing business is high,and it is hard to make money;the ambulance helicopters in Beijing 999 emergency is used more frequently.4.Relevant laws and regulations.China has a relatively strict low air control,and civilian and military approvals are required to enable ambulance helicopter,and the flight plan should be prepared for the aviation and military before taking off;China has initiated the management reform of low-altitude airspace.5.The establishment situation of the development planning and coordination mechanisms.At present,China attaches great importance to the air medical rescue work,but the relevant planning is less,and some places are groping for the relevant coordination mechanism;The air medical rescue system has no affiliation or guidance with the 120 system,and work independently across the region.6.The formulation of the industry standards and specification.The Work units depend on the work experience and the relevant standards of foreign countries and set up their own working rules;Beijing 999 emergency medical center and China air medical rescue working steering committee are organizing or have organized industry standards setting.7.Public perception.The number of people who using ambulance helicopter is small;there is a potential demand for ambulance helicopters.Conclusion1.Compared to the international experience.The international air medical rescue systems,represented by countries such as Germany and the United States,are more robust and have developed rescue network with a unified dispatch command center and a more mature rescue process.Comparatively speaking,the air medical rescue in China began earlier,but progress was slow,and there is no scale or system yet.At present,Beijing,Shanxi,Henan,Hubei and Ningxia are among the provinces where the work is being launched.There is still a lot of room for development.In formation of teams,there is no unified personnel's training standards.Health care workers are part-time.In the aspects of the working process,there is no national unified scheduling system.In terms of funding sources,the source of funding is a relatively s:ingle.It's mostly personal payments.2.The existing problems.First,limitation of laws and regulations;Second,lack of unified planning and coordination mechanism;Third,there is no unified industry norm;Forth,the demand gap of ambulance helicopter is big;Fifth,there is a lot of running pressure;Sixth,people don't know enough a'bout it.3.Advices.First,amend the laws and the rules,and liberalize for special helicopters;Second,start top-level design and put the air medical rescue into the integrated planning;Third,organize and draw up the detailed rules and regulations;Forth,mobilize social forces to establish an air medical aid base and expand the scale of rescue helicopters;Fifth,broaden the financing channel and multimode parallelism to develop air medical rescue work;Sixth,increase training and publicity to raise awareness of air medical rescue.
