Research On Ability Analysis And Its Evaluation Of Army Medical Rescue Guarantee

In recent years,some major emergencies usually occur,the number of executing the medical rescue missions is increasing for troops,and while the guarantee issues of medical assistance are becoming increasingly complex.Currently,when the health service units in military for medical rescue operations make therescuetasks under major emergencies,there are many problems emerging such as the guaranteecontents are more loosely,the guarantee situation is more chaotic,the guarantee methods are not scientific,the guarantee processes and so on.From the global outlook of medical rescue operations,it is necessary for commanders to adopt thescientific and systematic guarantee concepts and methods to improve the guarantee efficiency and level of medical rescue,and then to achieve the guarantee capacity having a qualitative leap.Therefore,it has an urgent theory needs and practical tasks requirement to study military medical rescue guarantee problems under major incidents.In this paper,taking some typical medical rescue guaranteeexamples under majoremergencies,we investigate the emergency medical rescue guaranteeissues in whichtroopshave joined the actions.By using the ideas and methods about systems engineering and project management,taking a combination of theoretical research and empirical analysis,weanalyzethe requirements and practical challenges ofmedical rescue guarantee,propose the future development directions,elaborate the recent status of military emergency medical rescue guarantee and its shortcomings.Then,for the current medical rescue guarantee,based on the global management perspective,we build a unified guaranteeability framework of medical rescue and propose theevaluation index system of rescue capability and its evaluation method.Finally,we analyze the guarantee ability by experts' evaluation using the proposed indexes and propose some detailed measures and suggestions for improving the guarantee capability.Thepaper provides the scientific and feasible theory and methods guidance forthe emergency medical assistance ability,and also make the foundation of building an emergency medical rescue guarantee framework in line with the current real situation of military.The study can help clarify the response mechanism and plans,command link and scheduling mode,multi-party cooperation and interactive ways,power structure and guarantee framework and so on.Base on our research,it can optimize the resource allocation and medical supplies,rescue tasks partition,team composition and so on.By this investigation,it can enhance the response speed,the rescue quality and work efficiency for joining the emergency medical rescue for health care units in troops.
