Research On Medical Supplies Procurement Management In Medical Institutions

ObjectiveThis study intends to comb the current medical supplies procurement management policy through literature research,moreover,this study through the field research and questionnaire survey to grasp the status of medical supplies procurement management of medical institutions in China,and analysis of the current medical institutions medical supplies procurement internal management problems,and put forward suggestions on standardizing the management of medical supplies procurement in medical institutions.Methods(1)Literature research:through literature research,preliminary understanding basic knowledge related to medical consumables procurement and research status,to lay the foundation for later research.By reviewing the literature,we can understand the main achievements and shortcomings of the research,we can also clarify the problems of this subject.(2)Investigation and research:through field research and expert interviews to understand the medical institutions at all levels of medical supplies procurement internal management of the status quo,analyze the problems and explore the causes of the problems.(3)Questionnaire survey:through the form of filling in the questionnaire,analyze the common problems and causes of the current medical institutions in the medical supplies procurement management,and try to find a preliminary solution.ResultsThe characteristics of medical supplies include variety specifications and more complex,product replacement fast,the value of different varieties is very different,high security requirements,clinical use of sudden and diversity,imported products occupy a monopoly position in the domestic market of high-value medical consumables.Procurement methods mainly include bidding,competitive business negotiation,market negotiations.At present,there are some problems in the management of medical consumables in medical institutions in China:Variety classification,the classification method is too diversified,classification criteria are not unified,high-value consumables and low-value supplies to define the standard is not uniform;Directory management,there is no uniform specification catalog,useless unified code,directory development method is not uniform;Access management,it is not uniform,access to audit content inconsistent,access authority management is more confusing;Procurement methods,procurement is too diversified,procurement plan is relatively lack of procurement and frequency is unreasonable;Storage management,distribution of a large number of enterprises,inventory management is not scientific,after the use of poor supervision;Information systems,low degree of information technology,lack of data analysis,and interactive way behind.Conclusion and suggestionThis paper studies and demonstrates the six aspects of variety classification,catalogue management,access management,procurement,storage management and information system,to construct a new model of medical consumable purchasing management,which can be widely used in medical institutions in China.In variety classification,the information management system and system of medical consumables should be established based on the classification and coding of medical consumables;Directory selection management,it should be based on the variety of varieties of quality and technical information and price information after the comprehensive evaluation,preferred cost-effective varieties;Access management,to strengthen the access qualification management;Procurement management,in strict accordance with the procurement requirements and procurement plans,continue to promote the centralized procurement work,are not included in the administrative area of provincial or municipal centralized procurement range,or in the centralized procurement range but not winning varieties,medical institutions can be used for the procurement of bidding,inquiry purchasing,filling procurement and other special forms of procurement;Storage management,including the acceptance of storage management and library management requirements;Information system management,the use of information technology means to achieve the entire process of medical supplies procurement and full supervision.
