At present,with the rapid development of culture industry,if Yan Cheng wants to keep up with the trend of the times,it must realize the great-leap-forward development,and must transfer the methods of develop the economy.But the rich and special cultural resources of the New Fourth Army provide the possibility for the realization of this kind of breakthrough.So this article is based on the background,and bring up an idea about the requirement for the New Fourth Army in Yan Cheng to put industrial development into practical.In the way of output efficiency,the industrial development of the New Fourth Army in YanCheng,not only can have a huge economic benefits and social benefits,but also will become a fundamental elements of enhance economic competitiveness and an important force of regional economic and social development.Also,it can form the spirit in politics,and enhance the cohesion and central force. Meanwhile, it supports the development of CPC and provides the spiritual motivation and intellectual support, so as to create a cultural atmosphere. Culturally, it can build a dominant brand, promote red culture resources, create brand awareness, which in turn has great influence on the society and its competitiveness. Therefore, it is of great significance to the industrial development of Yancheng new fourth army culture.After analyzing the present condition of the developtment of YanCheng New Fourth Army culture resources, the situation of high income and low profits is discovered.
