Chinese nation has five thousand years of cultural heritage, and in the course of history it gradually formed many cultural symbols with many national characteristics, especially the unique Chinese ink art, along with the development of primitive civilization, deeply rooted in the cultural consciousness of the mass. In 1960s, a group of outstanding animators, painters and musicians created Chinese ink animation,brand new kind of animation, which caused a sensation around the world. In the following two or three decades, the expression forms and narrative means of ink animation were maturing, and it gradually became the representative of "China School" in the field of animation.In recent years, the development of digital technology has created a new trend of ink animation, the application of computer made its production efficiency significantly improve, its picture more and more sophisticated and its artistic quality increasingly higher. The academic-based ink animation is growing at a high speed. Ink elements appeared frequently in the graduation work of animation in major universities around the nation. Some of outstanding ink animations spread the excellent social culture in the form of public welfare film.Public welfare ink animation, as a new form of transmission of public welfare culture, is more conducive to the communication of the creators and the audience and plays a better role in promotion, compared to other forms of public welfare promotion. In addition, ink animation with public welfare culture is also conducive to the development of Chinese ink elements. Ink animation is an animation with higher artistic quality, which requires the appreciators to have a higher cultural and artistic quality. But as a form of public welfare propaganda film, it certainly will catch the eyes of the community and share their feelings with all levels of the audience. It has become particularly important to maintain its high artistic quality while making it transmission mode of culture loved by the masses.With the viewer's perspective as a starting point, through a comparative analysis of traditional ink animation and modern ink and a discussion on film aesthetic psychology of the masses, combined with its own creative practice of public welfare ink animation "Breathing tree", this paper found a creation method of public welfare ink animation which is suitable for the masses and can share feelings with the audience. In terms of screen, theme, tempo and other aspects, it studied and discussed the specific ways of emotional conveyance, hoping that the future public welfare ink animation can be better accepted by the public and enhance imperceptibly the aesthetic art of the public, so that the Chinese national culture can achieve a better development.
