Inner Mongolia in the connecting point of "The Belt and Road" that open to promote international trade corridor in north and West,it plays a very important role in the communication of the Eurasian Economic and trade transit, The international talent training of it has an important effect on dredging Eurasian trade in"The Belt and Road". As the major talent in the Mongolia area, Inner Mongolia college students'English level has a decisive influence on the quality of international talents in Inner Mongolia region.But in only a handful of Mongolian teaching college students when they graduate from college can reach the CET-4 and CET-6, and even many students can not graduation or employment because of the influence of unqualified English test scores. The reason is mainly due to the education of their origin of student is relatively backward, resulting in poor English foundation of their school time; and in the current the Mongolian learning media for learning English of designed specifically for them is relatively scarce, thus affecting the enthusiasm of their English learning and learning effectiveness. So in order to quickly improve the Mongolian Students' English level, develop the education for ethnic minorities further, In addition to provide more policy support in English Teaching for agricultural and pastoral areas in the national macro level,we should also be in the level of educational technology, develop actively some English learning media in Mongolian specifically for them.So now what kind of English learning media that based on Mongolian is Mongolian students need most? Aiming at the problem,the research based on sorting out the related research, and investigating the current situation of English learning of Mongolian College Students,proposed a design target based on Mongolian media learning as a starting point, vocabulary learning as landing place, personalized approach to learning as a breakthrough, mobile technology as support, and trying to develop a personalized university English vocabulary mobile learning system according to the goal, so as to solve the problems existing in the process of English learning, further develop ethnic education in our country, protect Mongolia minority language, promote China's inter ethnic unity, improve China's Mongolia talent internationalization level, give full play to Inner Mongolia in the "The Belt and Road" role.First of all, we comb main thoughts of Item Response Theory, Reinforcement Theory, cognitive load Theory and so on, and summarize the enlightenment of each theory for this study; Secondly, the research based on the analysis of Mongolian students learning characteristics, and combined with correlation theory, design of system architecture, structure of the data table and the system function modules, and determine the quantification calculation way of difficulty of English vocabulary for Mongolian college students; Then, this study do implementation of each function module of the system based on the APICLOUD, using HTML5 and JavaScript; Finally, this study designed three groups of experiments, and collect data respectively from the vocabulary test scores, Cognitive Load, and the adoption of the system, so as to demonstrate the effectiveness of the main function modules of the design system.This research mainly draws the following conclusion:the mobile learning system embedded in the personalized recommendation mechanism can helps Mongolian teaching college in English vocabulary acquisition, and also has higher adoption; In the process of English learning, Mongolian learning media has higher adoption than Chinese learning media for Mongolian teaching college students; In terms of improving the performance of English vocabulary learning for Mongolian teaching students, there was no significant difference between Mongolian learning media and Chinese learning media, but in terms of extraneous cognitive load generating from the learning process, Mongolian learning media is less than the Chinese media for Mongolian teaching college students;Compared to Chinese learning media, Mongolian media have greater help for Mongolian teaching college students with poor foundation, and for Mongolian teaching students English with good foundation, using the learning media of the two languages has no too big difference.
