Research On The Management Content Of The Yellow River River Industry In Guangxu

There are many researchers make enough recognition with the research about the yellow river of Qing dynasty,and we can find a lot of researches production presently.However,it's a pity that there is little research about the funding which closely related to the management of the yellow river.According to the present researches,most of them are based on the materials like Factual Record of Qing Dynasty,notes and so on,especially focus on the corruption existing on the management of the yellow river's funding.The late Qing Dynasty is a crucial period which the government's finance and hezheng(??)system changed a lot.The researches on funding and its management are especially significant.What's more,there is imbalance existing on the study period,and the attention on Guangxu Period is seldom.This thesis's research area is the downstream of the Yellow River,including Henan,Zhili and Shandong province.In fact,there are many research materials still can be used to do research about this.And this thesis uses the archive material about the funding of the Yellow River in Guangxu Period which collected by the Yellow River Conservancy Commission of the Ministry of Water Resources(???????).The thesis begins with the water environment of the research area,and reconstructs the management funding general picture and its change trend of Guangxu Period,then analyzing the influence of the change of hezheng system and modernization to the management funding.Furthermore,exploring and analyzing the relationship between the funding management system and the treating effect in GuangxuPeriod.First of all,this thesis clears the basic situation of the Yellow River during the Guangxu Period,the government's finance turns better during this period.The hezheng institution was abolished and replaced for several times,and finally it was abolished.In addition,this thesis combed the yellow river flood and the its funding of Guangxu Period based on the clearing the funding management system of the early period of the Qing Dynasty.And the government constructed and improved the embankment in downstreamof the Yellow River.The dyking engineering mostly distributed in Zhili and Shandong province during the early period of Guangxu.And based on those engineering,the stable downstream channel of the yellow river was finished.It is worth noting that all these engineering were finished under the big changes happened in finance and hezheng of the late Qing Dynasty.Though its finance once got better,it had little influence on the funding of the Yellow River.What's more,the government reformed the funding management system of Henan Province in order to reduce funds in 1891(?????).Before the reformation the characteristic of daily funding was higher with larger fluctuation in Henan province,but it become stationary and presented the down trend.And the daily maintenance funding of Shandong Province has increased a lot compared with the early Guangxu Period,and maintained a high level.The management system still maintains the quota system which mainly carried out in the early Qing Dynasty,however it ran badly and had limited effect.Guangxu period still extended the management method which compared funds expenditure with the past three years.Also,there were strict management regulations on budget and final accounts.
