In the Sung dynasty, the flow period of the Yellow River ended, which had continued from the Han to the Tang dynasty. In the Sung Dynasty, the overall situation of the Yellow River had the opposite changes to the original. The overflow situation of the Yellow River had become increasingly serious. In one hundred sixty eight years of the Northern Song dynasty, the large-scale flooding of the Yellow River made the economic and cultural life of the cities and villages suffered tremendous damage. As well as the normal daily life and the local social order were disrupted by the tremendous interference.Renzong's period was a relatively liberal political, cultural and economic prosperity in the Sung dynasty. This period also flooded frequently. Bringing the Yellow River under contrl was one of the most important things at the time. It made the emperor and his ministers recognized that there must be full-time institutions in the court to manage the river works which was increasingly complex. For example, the river secretary and the office of the river management had appeared in court. These institutions played a very important role in the bring the Yellow River under contrl. In addition, the pressure of sharing the river to the local practice which was the continuation of the early years of the Northern Song was used by Renzong's court. Local officials were asked to assist with the supervision and the treatment of the river. In the human-dominated era, the government of the Sung dynasty depended on the bureaucracy to transfer the messages of the river. A well-developed system was provided for the dissemination of information the necessary conditions.In the response of the disaster, the government mobilized a large number of men to participate in a number of water conservancy projects every year. The government repeatedly accounted the costs of the treatment and monitored its use. At the same time, the government had increased the allocation and management of the materials to be used in the water projects. After the disaster, the government sent officials to inspect the affected areas which were hit by the natural adversity and enact measures to stabilize the disaster area social order. The setting of these measures and system played a good role in promoting the post-disaster emergency response mechanism for the smooth conduct in Renzong's period.It is worth noting that it was still quite positive for the response system of the disaster during Renzong'period until today. After the disaster, the government used its huge bureaucratic system and the extension of the system to ensure that a variety of respond measures formulated and promulgated,and as far as possible to ensure the measures were implemented. From the food relief and tax breaks,to the resettlement of victims and the post-disaster reconstruction, and the use of a variety of relief ways to save ,as well as civil work conducted in an orderly way,all this had played a role in the reduction in the impact of disasters, the stability for the society and the protection of the people. It is worth mentioning that during the rescue, not only the official presence, the civil solid financial also played an important role.However, since the limitations of the Sung dynasty bureaucratic system,which was unable to extricate itself from, and other subjective factors which mixed in, made the good measures to be an empty show. It also affected invisibly in the formulation and implementation of the Yellow River flood response.
